HSE Officer – Onshore Construction

Port, Turkey (Onshore Scope)


Project Overview:

The Sakarya Gas Field Development is a major offshore energy project in Turkey, with onshore facilities located at Filyos Port. The onshore scope includes topside integration, hull & marine works, piping, electrical systems, and associated infrastructure. Safety is a critical priority throughout construction and commissioning phases.


Role Purpose:

The HSE Officer will be responsible for implementing and monitoring health, safety, and environmental standards on-site. This role ensures compliance with project HSE plans, local regulations, and international standards, while promoting a strong safety culture among all personnel.


Key Responsibilities:

  • HSE Compliance & Monitoring:

    • Enforce adherence to project HSE policies, procedures, and legal requirements.
    • Conduct daily site inspections and audits to identify hazards and ensure corrective actions.
  • Incident Management:

    • Report and investigate incidents, near misses, and unsafe conditions.
    • Maintain accurate records and prepare incident reports for management review.
  • Training & Awareness:

    • Conduct toolbox talks, safety inductions, and awareness sessions for site personnel.
    • Promote proactive safety behavior and ensure proper use of PPE.
  • Emergency Preparedness:

    • Support emergency drills and ensure readiness of emergency response plans.
  • Documentation & Reporting:

    • Maintain HSE documentation, including permits, risk assessments, and inspection logs.
    • Prepare daily and weekly HSE reports for management and client updates.

Qualifications & Experience:

  • Diploma or Degree in Occupational Health & Safety, Environmental Science, or related discipline.
  • Minimum 5+ years experience in HSE roles within oil & gas or large-scale construction projects.
  • Strong knowledge of HSE regulations, risk assessment, and incident investigation.
  • Familiarity with international standards (ISO 45001, OSHA, NFPA).
  • Experience in onshore topside construction preferred.
  • Excellent communication and leadership skills.
