HSSE Team Lead – Port Arthur, TX

Our client is seeking an HSSE Team Lead to work within their facilities located in Port Arthur, TX, for an initial one-year assignment.

Primary Purpose:

Responsible for leading and coordinating, and the compliance of the health, safety, security and environmental (HSSE) programs set forth in the Engineering, Procurement, and Construction (EPC) agreement as well as joint goals established on site including the establishment of the safety culture on-site at mobilization. Oversees a small team of HSSE professionals to ensure the implementation of programs resulting in a positive outcome in health, safety, security and environmental requirements. Coordinates with EPC environmental, health and safety to ensure compliance with project execution plan.

Duties and Responsibilities

  • Participates in field observations, opportunity walks, Job Safety and Environmental Analysis (JSEA), toolbox meetings, lessons learned sessions, stand downs, incident investigations, and internal and external audits, supporting corrective action implementation.
  • Acts as a key liaison between Project Management and the EPC Contractor on HSSE-related issues.
  • Ensures EPC Contractor compliance with applicable codes, and the execution of effective HSSE programs, including exercising Stop Work Authority in accordance with the EPC contract.
  • Oversees a small team of HSSE professionals, providing guidance, training, and technical support.
  • Tracks and reports on HSSE metrics such as near misses, high potential near misses, first aid, and leading and lagging indicators.
  • Offers subject-matter expertise on HSSE best practices to enhance program effectiveness.
  • Reviews and comments on EPC Contractor and third party HSSE management systems and documentation, to ensure compliance with project requirements.
  • Develops, updates, and maintains HSSE plans, procedures, manuals and programs.
  • Interfaces closely with contractors, facilitating meetings to drive positive outcomes.
  • Maintains a strong understanding of all applicable federal, state and local health and safety regulations, legislation, and policies to keep project team informed of changes and impacts and recommends solutions. Communicates, interacts and works closely with regulatory agencies and with various departments to facilitate compliance and effective implementation plans.
  • Performs other duties as assigned (no more than 5% of duties).

Education

  • Bachelor’s degree in scientific, engineering or related field required.

Experience

  • At least 8 years related professional experience in the energy and EPC construction industry required.
  • Field safety experience in large construction projects in the Oil and Gas Industry, preferably LNG or other cryogenic project experience.

Knowledge, Skills and Abilities

  • Extensive experience in implementing best practices of safety, security, and environmental.
  • Strong abilities to build positive team environment.
  • In-depth knowledge of construction best practices/means/methods, EPC contract execution.
  • Strong analytical thinking and ability to utilize concise data and information while working through problems and implementing solutions.
  • Ability to apply strong written and oral communication skills while presenting and participating in fruitful discussions with internal and external project stakeholders.
  • Possess positive attitude, and has the ability and poise to be professional during crucial discussions with contractor, project members, and/or while presenting critical information requiring management decision to overcome issues and concerns moving the project forward.
  • Knowledge and proficiency in the use of Microsoft Office Suite, i.e. Word, Excel, PPT, Visio to convey information with clarity through presentations and reports.
  • Ability to meet project goals and objectives utilizing forward-looking approach.
  • Demonstrated experience in monitoring contractor’s safety performance and conducting audits and incident investigations.
  • Knowledge and understanding of regulatory agency requirements.
  • Ability to manage multiple and complex issues and work independently.
  • Ability to learn and understand regulatory requirements of other countries where the business unit has operations

Licenses and Certifications

  • Advanced HSSE certification preferred.

Other Qualifications

  • Bilingual – English/Spanish is preferred.
