Rope Access Specialist (IRATA Level 3 / SPRAT Level III)

Location: Dar Es Salaam, Tanzania
Contract: Until 31 December 2026
Rotation / Set up: 8 weeks on / 2 weeks off (Monday–Saturday; paid only for worked days)
Expected Start Date: 03/03

Role Overview

The Rope Access Specialist will operate on an 8/2 rotational basis, providing technical oversight, governance, and assurance for all rope access activities across multiple construction work fronts. The position reports functionally to the Construction H&S Manager and supports construction teams in ensuring that all rope access operations are executed safely, competently, and in accordance with internationally recognized IRATA / SPRAT standards, relevant legislation, and internal HSE requirements.

The role delivers expert technical guidance, evaluates contractor frameworks, and ensures that rope access systems, equipment, and rescue arrangements meet approved standards and best industry practices.


 

Key Responsibilities

Technical Authority & Governance

  • Act as the Rope Access Technical Authority for the project’s construction scope.
  • Establish, implement, and maintain rope access management systems aligned with IRATA / SPRAT requirements.
  • Define minimum technical and safety requirements for rope access, including certification, competencies, equipment standards, inspection regimes, and rescue expectations.

Assurance & Compliance

  • Review and assess contractor rope access procedures, method statements, RA/MS, rescue plans, and competency matrices.
  • Conduct periodic assurance visits and audits to verify compliance with approved systems and international standards.
  • Monitor contractor performance, identify systemic gaps, and drive corrective and preventive actions.
  • Exercise technical stop work authority when unsafe practices or systemic non compliance are identified.

Technical Support

  • Serve as the escalation point for complex, high risk, or non standard rope access activities.
  • Provide advice to Construction and HSE teams on rope access planning, risk control, and best practices.
  • Verify that contractors maintain compliant equipment management systems, including certification, traceability, inspection, retirement, and storage.
  • Ensure rescue capabilities are adequately defined, resourced, and regularly tested.
  • Support investigations of rope access related incidents and near misses, focusing on systemic root causes.
  • Prepare periodic technical reports and assurance summaries for the Construction H&S Manager.

Required Qualifications & Experience

  • Bachelor’s degree in a relevant discipline or recognized technical certification plus an additional 5 years of field experience.
  • Minimum 10 years of relevant construction experience, preferably involving onshore pipeline or large scale industrial facilities (15 years where no degree is held).
  • IRATA Level 3 and/or SPRAT Level III certification (or equivalent).
  • Demonstrated experience in rope access assurance, contractor management, and work at height systems.
  • Working knowledge of scaffold and work at

    height regulations (e.g., OSHA 29 CFR 1926, EN 128111, or equivalent).
