Job Description – Offshore CSR
- The Offshore CSR is responsible for the safe and efficient execution of construction, pre?commissioning, and commissioning activities during SIMOPS and shutdown phases.
- Acts as the primary company representative offshore, ensuring that all works are organized, controlled, and executed in full compliance with project requirements, HSE standards, and operational constraints.
Key Responsibilities
Core Duties
- Validate and circulate work packs/job cards prepared by the EPCIC Contractor.
- Manage permits to work and ensure compliance with SIMOPS rules.
- Supervise construction and hook-up activities across all disciplines.
- Act as the main offshore interface with the OIM and operational authorities.
Ensure full compliance with:
- HSE legislation
- Company policies, standards, and procedures
- International codes and standards
Scope Execution
Ensure EPCIC Contractor readiness regarding:
- Approved procedures and method statements
- Job cards and installation packages
- L4 micro-schedule and optimized sequences
- Workforce, equipment, tools, marine spread, subcontractors, and vendors
With support from the site supervision team:
- Participate in construction/installation meetings with Contractor and Site authorities.
- Verify installation/hook-up documents and drawings for technical compliance.
- Monitor contractor performance and resource allocation against the micro?schedule.
- Ensure all mandatory inspections, audits, certifications, and corrective actions are executed.
- Oversee installation, pre?commissioning, and commissioning sequences for start?up readiness.
- Ensure proper categorization and tracking of incomplete work in the punch list system (ICAPS).
- Coordinate with Certification Authorities for regulatory compliance.
- Validate daily/weekly/monthly progress reporting.
- Stop working when unsafe and report anomalies or non?conformances.
- Represent Company in HSE Committee meetings and safety tours.
- Maintain professional, productive relationships with site teams and contractors.
Leadership & Team Management
- Set clear delegation, deliverable expectations, and responsibilities for the Company supervision team.
- Provide HSE with guidance and technical support as needed.
- Resolve discipline conflicts ensuring decisions benefit the overall project.
- Motivate the site team to achieve quality, schedule, and cost objectives.
- Ensure management directives are understood and implemented onsite.
- Verify that supervision resources are adequate to manage all site activities.
- Support commissioning and start-up activities.
- Provide regular progress, trends, risks, and deviation reports to the Lead Brownfield & Hook?up.
- Recommend mitigation measures and improvement actions where required.
- Raise and follow up on installation deficiencies, anomalies, and non?compliances.
- Maintain strict confidentiality of project documents and information.
- Perform any additional duties assigned by hierarchy.
- Job Dimensions
- Initially based in Company premises, they will move offshore upon execution phase start.
- Works with Greenfield & Brownfield discipline supervisors to monitor construction and ICAPS progress.
- Leads all Brownfield activities during offshore execution.
Context & Environment
- Multiple large EPC projects are executed in parallel.
- Complex interfaces with company operational teams in a mature offshore field.
- Existing assets with integrity concerns.
- Possible worldwide missions to oversee engineering and EPCIC execution.
Minimum Qualifications & Experience
Education
- Bachelor’s degree / HND in engineering or related discipline
Experience
- Minimum 10 years’ experience in offshore Oil & Gas
- Strong background in construction and hook?up activities under SIMOPS and Brownfield conditions
- EPCIC supervision (client side) preferred.
- Experience in Qatar or Middle East advantageous
