COMMISSIONING MANAGER (LNG EPC PROJECT, OMAN)
Project Overview
- Project: LNG Project Oman – 1 Electrified LNG Train (1.2 mtpa) with utilities, offsites, export facilities; potential future expansion with a second train.
- Location: Sohar, Oman
- Home?Office Phase: Pre?Commissioning & Commissioning (PC&C) preparation performed remotely (Paris or other engineering office).
- Site Mobilisation: Target mid?2026, once preparation phase is completed.
- Contract Language: English
- Mission Start: ASAP
- Duration: 3+ months (extendable)
ROLE: COMMISSIONING MANAGER
The Commissioning Manager is responsible for the preparation, planning, coordination, and execution of Pre?Commissioning & Commissioning (PC&C) activities across all phases of the LNG EPC project.
The role ensures alignment with contractual requirements, project methodology (OPERCOM), quality standards, budget, schedule, and local regulatory requirements.
Reports directly to the Project Director.
KEY RESPONSIBILITIES
1. Leadership & Management
- Plan, organize, and manage all Commissioning activities across each phase of the project.
- Promote and reinforce safety and quality culture within the commissioning team.
- Build the Project Commissioning Team and mobilize discipline leads for site execution.
- Manage project risks, escalating technical or HSE issues as required.
2. Engineering & Preparation
- Participate early in Engineering & Procurement phases to ensure Commissioning requirements are incorporated.
- Review and comment on PFDs, P&IDs, drawings, and engineering documents to ensure start?up and commissioning needs are addressed.
- Define Systems Lists, system boundaries, and commissioning sequences.
- Develop and maintain detailed Level 3/4 PC&C schedules.
- Prepare commissioning documentation:
- instructions
- procedures
- method statements
- operating procedures
- manuals and technical supports
- Support subcontracting team regarding scopes of work, roles, planning and progress.
3. Execution & Coordination
- Oversee development and execution of all commissioning work scopes.
- Ensure availability of temporary equipment, tools, consumables, spare parts, and vendor support.
- Coordinate closely with:
- ICSS
- Telecom
- Company?supplied items
- Multidisciplinary engineering teams
- Participate in HAZOPs, 3D model reviews, and design reviews.
- Manage commissioning interfaces and ensure smooth system?based turnover.
- Support operator training and plant performance demonstrations after RFSU.
- Ensure red?line/as?commissioned documentation is delivered.
4. Handover, Progress & Reporting
- Witness pre?commissioning activities performed by construction contractors and ensure smooth RFC transition.
- Support completion and handover processes to achieve timely plant transfer to the client.
- Provide inputs to weekly/monthly progress reports, technical workshops, and activity dashboards.
- Implement corrective actions in case of schedule deviation or risk of slippage.
- Identify improvement opportunities and lessons learned.
REQUIRED QUALIFICATIONS & EXPERIENCE
Education & Professional Background
- Master’s Degree Engineer (or equivalent).
- Minimum 10 years’ experience in Pre?Commissioning & Commissioning.
- Minimum 3 years process or operations background (recommended).
- Previous experience in onshore/offshore LNG projects in similar senior roles mandatory.
- Strong familiarity with site execution risks, constraints, and SIMOPS.
Technical Skills
- Strong knowledge of PC&C methodologies (OPERCOM preferred).
- Proficiency with:
- MS Office
- PowerBI
- PDF/Bluebeam
- 3D model tools
- Commissioning tools (ICAPS, EasyPlant, or similar)
- Optional: HYSYS, Flarenet
Soft Skills
- Strong leadership, organisation, and communication abilities.
- Practical, solution?oriented, with excellent coordination and interpersonal skills.
- Fluent in English; French is an advantage (client interaction).

Work progress may be reviewed at any time by the client or project representative.
