Procurement Manager
Location: Singapore

Role Summary

The Procurement Manager will be responsible for managing and overseeing all procurement and sourcing activities for FPSO projects. This role involves developing procurement strategies, ensuring compliance with company policies and project requirements, managing supplier relationships, negotiating contracts, and ensuring timely delivery of goods and services. The Procurement Manager will work closely with engineering, project management, and contracts teams to ensure cost-effective and efficient procurement that supports project schedules and budgets.

Key Responsibilities

  • Develop and implement procurement strategies tailored to FPSO project requirements.
  • Lead the procurement team in sourcing, tendering, bid evaluation, and contract award processes.
  • Manage supplier qualification, selection, and performance monitoring.
  • Negotiate contract terms, pricing, and conditions to ensure best value while mitigating risks.
  • Oversee procurement planning to align with project schedules and milestones.
  • Ensure compliance with corporate policies, contractual obligations, and international standards.
  • Collaborate with engineering and project teams to develop technical requisitions and procurement packages.
  • Monitor procurement progress, manage change orders, and resolve issues that may impact delivery or cost.
  • Maintain strong vendor and subcontractor relationships, including global suppliers in the oil & gas and marine industry.
  • Ensure all procurement documentation is complete, accurate, and in compliance with audit requirements.
  • Drive continuous improvement in procurement processes, including cost savings initiatives and supplier development.

Qualifications & Experience

  • Bachelor’s degree in Supply Chain Management, Business Administration, Engineering, or a related field.
  • Minimum 10 years of procurement experience, with at least 5 years in the oil & gas industry and FPSO projects.
  • Strong knowledge of FPSO equipment and packages (topsides, hull, marine systems, subsea interfaces, etc.).
  • Proven track record in leading large-scale procurement activities for EPC/EPCI projects.
  • Excellent negotiation, contract management, and supplier relationship management skills.
  • Familiarity with international procurement standards, Incoterms, and logistics in offshore oil & gas.
  • Strong leadership and team management abilities.
  • Proficient in procurement systems (e.g., SAP, Oracle) and Microsoft Office.
  • Excellent communication and stakeholder management skills.
