Job Purpose

  • Lead and govern the Project Controls function, ensuring accurate and timely control of cost, schedule, progress, and risk in alignment with approved baselines and standardized processes.
  • Provide oversight of EPC performance, safeguard budget and milestone commitments, and deliver reliable reporting and insights to support informed decision?making and successful project delivery.

  • Frequent contact with Onshore Project PMT.
  • Periodic contact with Major Projects, Execution Planning & Services, Performance & Delivery, Legal, Supply, Operations, Finance, other PMTs, and Shared Services.

  • Frequent interaction with EPC contractors, subcontractors, vendors, and other third parties.
  • Periodic contact with joint?venture or shareholder representatives.

Job Context & Major Challenges

  • The role sits within a business team providing commercial and business management support for project implementation.
  • Responsibilities include understanding key project drivers, defining responsibilities, developing communication protocols, and implementing procedures for reporting, cost control, and scheduling.
  • Requires identifying design or construction elements that may lead to disputes or claims, and influencing stakeholders to ensure timely project delivery.

Major Challenges:

  1. Completing detailed assessments of cost, schedule, and recovery or rectification plans under tight deadlines in a high?pressure environment.
  2. Building and maintaining strong working relationships with contractor project controls personnel to ensure timely, accurate information for leadership decisions.

Key Job Accountabilities

  1. Provide management and technical oversight for all areas of project controls (scheduling, planning, reporting, cost engineering, and estimating) and establish procedures, guidelines, and workflows to support decision?making.
  2. Lead project control activities and coordinate inputs from engineering, construction, and other PMT functions.
  3. Ensure effective implementation of project control measures by contractors and subcontractors, particularly in scheduling, planning, and progress measurement. Recommend adjustments to ensure standards are met.
  4. Serve as the interface between senior leadership, PMT members, and contractors regarding cost, schedule, reporting, and approvals. Maintain and update the Project Control Plan and Management of Change process.
  5. Consolidate, analyse, and report cost, schedule, trends, and progress data; identify issues and provide project cost estimates as required.
  6. Review project changes, assess their schedule and cost impact, and incorporate approved modifications into reporting and stewardship activities.
  7. Manage project workforce planning and ensure fair application of decision?making criteria across the project.
  8. Monitor contractor performance in scheduling, reporting, progress measurement, and cost estimating; address discrepancies and maintain integrated project planning systems.
  9. Review invoices for compliance, and coordinate with contractors, suppliers, and Accounts Payable to resolve queries. Provide information for accounting and audit functions and ensure contractor accounting systems meet audit requirements.

Part B: Person Specification – Minimum Requirements

Qualifications

  • Bachelor’s degree in Sciences or Engineering.

Knowledge and Experience

  • Minimum 12 years of experience across project management functions—engineering, construction, procurement, etc.—within the oil & gas industry.
  • Minimum 3 years of leadership experience on a major oil & gas project.

Technical & Business Skills

  • Extensive experience with operators, EPC contractors, subcontractors, vendors, or service companies in the oil & gas sector.
  • Strong capability in project execution across all phases, including startup and handover.
  • Broad knowledge in planning, scheduling, cost control, project gating systems, execution plans, risk management, change management, interface management, commissioning, and handover processes.
  • Strong understanding of engineering disciplines, international standards, specifications, design practices, and execution methodologies.
  • Demonstrated experience using risk?based approaches for decision?making.
