Job Title: Project Procurement Manager

Responsibilities
1. Develop and Implement Procurement Strategies
- Develop and implement holistic procurement strategies for self-built engineering projects, covering materials, equipment, installation, and services.
- Lead supplier qualification, commercial negotiations, and contract structuring to achieve economies of scale, cost optimization, and risk control.
2. Establish Global Sourcing Processes
- Establish an efficient, closed-loop global sourcing process and standard system.
- Integrate advanced digital tools to drive process optimization and transparency, ensuring compliance and traceability across the entire procurement chain.
3. Foster Cross-Functional Collaboration
- Work closely with core business units (Engineering, Design, Budgeting) to consolidate requirements.
- Ensure precise alignment between project timelines and procurement schedules.
4. Design Supplier Strategy & Risk Management
- Design supplier strategy, capacity building, and risk management mechanisms.
- Continuously monitor industry and supply chain trends, develop a critical supplier database, and introduce innovative partnership models and long-term strategic agreements.
5. Benchmark and Drive Innovation
- Benchmark against industry leaders and drive innovation.
- Engage with leading external companies in infrastructure and energy, as well as internal departments, to benchmark processes, exchange technical knowledge, and co-create innovative procurement models to enhance the Group’s competitive edge.
6. Influence Major Procurement Decisions
- Participate in and influence major Group procurement decisions.
- Provide professional analysis and strategic recommendations to senior leadership, ensuring optimal balance of cost, quality, timeline, and compliance in key projects.
Requirement
- Bachelor’s degree or above, preferably in Engineering Management, Logistics Management, Procurement & Supply Chain, or related fields
- Minimum 8 years of procurement experience in self-built engineering projects within large-scale infrastructure or energy enterprises.
- Must have directly led procurement projects valued at PHP 85 billion or above, with proven experience in multi-regional centralized procurement and supply chain integration.
- Deep understanding of the supplier landscape for engineering materials, equipment, and subcontracting.
- Ability to formulate and execute effective centralized sourcing strategies.
- Proficiency in procurement process standardization, transparency, and digitalization methodologies.
- Track record of successfully building or optimizing procurement systems.
- Commercial & Legal Acumen
- Solid international commercial negotiation skills and knowledge of contract law/compliance.
- Capable of safeguarding organizational interests in complex cross-border projects.
- Excellent cross-functional communication and collaboration skills.
- Ability to drive strategic execution effectively in multicultural and multi-regulatory environments.
- Proficiency in Tagalog and English
