Job Title: QA/QC Engineer (Supplier QA/QC – Electrical, Instrumentation & Telecom)
Qualifications
- Bachelor’s degree in Electrical or Instrumentation & Control Engineering (or equivalent) from a recognized university.
- IRCA Certified QMS Lead Auditor.
- Membership or certification from recognized professional institutions (e.g., MCQI-CQP, ASQ-CMQ\&OE) is desirable.
Experience
- Minimum 15 years of experience in supplier QA/QC functions within major process plants (refinery, NGL/LNG plants, petrochemical complexes, or similar) in the oil & gas sector. GCC experience is preferred.
- Strong knowledge of QA/QC aspects related to procurement, manufacturing, inspection, testing, and acceptance criteria for electrical, instrumentation, telecom, and fire & gas equipment and bulk materials.
- Proven experience working with EPIC Contractors and End Users, managing global inspection/testing activities at vendor/manufacturer facilities.
Hands-on expertise in preparing, reviewing, and approving procurement/vendor/manufacturer quality documents, including:
- Purchase Specifications, ITRs, MR, TBEs, Quality Plans/ITPs/QCPs, FAT, Material Testing Procedures, MRBs, Inspection Reports, and Release Notes.
Familiarity with equipment and systems such as:
Ability to resolve complex QA/QC issues and disputes related to project technical requirements and scope.
Primary Duties & Responsibilities
- Support vendors/contractors in finalizing Vendor Document Requirement Listings (VDRL) and submission schedules aligned with manufacturing and inspection programs.
- Review QMS, engineering, and vendor quality documents; conduct Project Quality Health Checks (PQHC) and compliance audits.
- Identify and regularize deviations from project technical requirements and the Preferred Manufacturers List (PML).
- Participate in Criticality Rating Assessment workshops and define Quality Intervention Levels and Material Certification Requirements (BS EN 10204).
- Coordinate with discipline engineers for vendor quality document approvals and inspector CV validations for FAT/functional testing.
- Ensure implementation of project supplier QA/QC requirements, including qualified personnel and calibrated inspection equipment.
- Attend pre-inspection meetings, vendor qualification audits, and QA/QC weekly meetings.
- Review inspection reports, identify non-conformances, and ensure corrective/preventive actions are implemented.
- Initiate and manage NCRs, RCA processes, and timely close-out of quality issues.
- Verify MRB compilation and ensure traceability of MTCs and inspection/test records.
- Monitor contractor and third-party inspector performance; provide guidance and report to the functional supervisor.
- Ensure timely submission and review of weekly/monthly QA/QC status reports.
- Promote and ensure safety compliance for all activities under the company's business scope.
