Description:

The Quality Programs Developer / SME is responsible for designing, developing, and deploying enterprise-level Quality Management Programs while also providing expert guidance, oversight, and functional assurance across construction, maintenance, materials management/warehousing, and project execution activities. This role ensures compliance with corporate Quality Management Systems (Operations Integrity Management), promotes safe work practices, improves contractor and maintenance team performance, and drives continuous improvement in quality planning, inspections, execution, and turnover across all project and maintenance environments.

The SME plays a key role in standing up new quality programs, establishing governance and tools, and leading organization-wide rollout and adoption.

Essential Duties / Functions

1. Program Development, Deployment & Governance

• Implement Quality Management Programs, work processes, procedures, standards, inspection protocols, templates, and performance metrics.

• Establish governance models, workflows, assurance frameworks, and compliance expectations for new quality programs.

• Develop, align across leadership, and execute implementation roadmaps, change management plans, and rollout strategies to ensure smooth organizational adoption.

• Pilot new quality processes, gather feedback, and refine tools and systems prior to full deployment.

• Develop and deploy training materials, job aids, help with ITPs, checklists, and guidance documents to support program implementation.

• Integrate new programs with existing management systems Quality Management Systems (QMS) frameworks, Operations Integrity systems, maintenance work processes, etc.).

• Serve as focal point for enterprise roll-out, ensuring that processes are standardized and sustained across sites, projects, and maintenance teams.

2. Construction, Maintenance, Field, & Shop Fabrication Quality Assurance

• Serve as a “Champion” of safe performance by promoting accountability, intervention, and adherence to safe work practices among contractors, maintenance teams, and project personnel.

• Conduct surveillance and inspections of construction, maintenance, and fabrication activities to verify compliance with drawings, specifications, codes, standards, and regulatory requirements.

• Review contractor, maintenance, and fabricator work planning, including quality processes, inspection (quality and mechanical integrity) programs, procurement of materials, and scheduling activities.

• Monitor construction, maintenance, and fabrication execution, proactively engaging with field teams to ensure compliant and successful work completion.

• Evaluate contractor, maintenance, and fabricator quality/inspection personnel performance; identify deficiencies; recommend corrective and preventive actions.

• Coordinate discipline-specific quality/integrity inspection resources; provide technical and field guidance as needed.

• Ensure inspection records, maintenance history, and quality documentation meet requirements for mechanical and system completion and turnover.

• Support integration of inspection and quality requirements into turnaround, shutdown, and routine maintenance activities.

• Perform additional duties as assigned.

3. Quality Expertise, Functional Assurance & Cross-Functional Support

• Provide Functional Assurance across projects and maintenance programs to ensure alignment with Quality goals, QMS expectations, and organizational objectives.

• Serve as Quality SME, supporting development of QMS deliverables and advising on quality requirements during planning and execution for project and maintenance activities.

• Represent Quality in cross-functional reviews, program overviews, design reviews, readiness reviews, and multi-discipline initiatives.

• Support procurement and material quality programs, including supplier qualification, shop/fabricator inspections, EPC procurement quality oversight, and reporting of quality metrics.

• Provide feedback and recommend remediation plans to Project and Maintenance Management on the effectiveness of quality processes, tools, and program implementation.

• Identify and implement improvement opportunities and contribute to functional enhancements, tool development, digital solutions, and process optimization.

• Participate in Independent Project Reviews, Construction & Maintenance Readiness Reviews, Quality Health Checks, and similar assessments.

• Promote Quality awareness, best practices, and continuous improvement across Projects, Maintenance, and site organizations.

Minimum Requirements:

Minimum education required of the position.

• Bachelor’s or Associate degree in engineering or relevant technical discipline or equivalent work experience.

Minimum experience required of the position.

• 10 years of maintenance reliability or multidisciplinary specialist work experience, in Oil and Gas, or petrochemical facilities with multiple years of experience in maintenance management and/or engineering reliability leadership positions.

• Demonstrated knowledge and understanding of industrial manufacturing maintenance tracking software applications (SAP), safety standards programs, and condition-based maintenance programs.

Minimum knowledge, skills and abilities required of the position.

Business and Technical Skills Required:

• Expertise in construction and maintenance quality practices, including inspections, surveillance, and verification.

• Ability to interpret engineering drawings, specifications, maintenance standards, and regulatory requirements.

• Experience supporting or driving continuous improvement programs in project and maintenance environments.

Competency Skills Required:

• Strong knowledge of Quality Management Systems (QMS) and functional assurance concepts.

• Supplier quality, procurement quality, and material inspection experience.

• Competency in program development, quality planning, risk identification, work process governance, and quality integration across project and maintenance environments.

• Proven ability to lead large-scale rollouts and influence contractors, maintenance personnel, project teams, and leadership.
