Regulatory Compliance Engineer – Topside

  • Work Schedule: 28/28 Rotation - 7 days/week, 12h/day

Project Overview:  Sakarya Field Development - Phase 3 (2025–2028)


The onshore scope for the Sakarya field development in Filyos Port includes the construction of a gas processing and export facility to receive and process natural gas from the offshore field.



This involves building the early production facility and a pipeline connecting it to the offshore gas source. The Filyos facility will be crucial for handling, processing, and exporting the natural gas, thereby playing a key role in Turkey's energy infrastructure and independence.

  • Vessel Type – FPU

  • 27 wells across Sakarya and Amasra fields.

  • Installation of 8 rigid flowlines and a 183 km, 24-inch gas export pipeline connecting the offshore field to the onshore facility at Filyos.

  • Offshore pipelay operations scheduled for 2027, with full execution expected to span three years.

Role Purpose:


The Regulatory Compliance Engineer will ensure that all engineering, construction, and commissioning activities for the topside facilities comply with applicable laws, environmental regulations, and international standards.


This role involves managing permits, liaising with authorities, and providing guidance to project teams to maintain full regulatory compliance throughout the project lifecycle.


Key Responsibilities:

  • Strong experience with FPSO/ FPU/ FLNG

Regulatory Oversight:

  • Interpret and apply all regulatory requirements, environmental laws, and industry standards to project activities.

  • Ensure compliance with local permitting processes and maintain all necessary licenses and approvals.

Documentation & Reporting:

  • Prepare and submit compliance documentation to regulatory bodies and project stakeholders.

  • Maintain accurate records of permits, certificates, and regulatory correspondence.

Interface Management:

  • Liaise with Turkish government agencies, local authorities, and third-party auditors.

  • Coordinate with engineering, HSE, and construction teams to ensure compliance is integrated into project execution.

Risk Management:

  • Identify regulatory risks and develop mitigation strategies.

  • Conduct compliance audits and inspections during construction and commissioning phases.

Training & Guidance:

  • Provide regulatory compliance training and guidance to project teams and contractors.


Qualifications & Experience:

  • FPSO/ FPU/ FLNG.

  • Bachelor’s degree in Engineering, Environmental Science, or related discipline.

  • Minimum 8+ years experience in regulatory compliance within oil & gas or large-scale energy projects.

  • Strong knowledge of environmental regulations, permitting processes, and international standards (ISO, API, ASME).

  • Experience in onshore topside construction preferred.

  • Excellent communication and stakeholder management skills.
