Senior Commissioning Engineer – Subsea & Electrical (Power Cables)

Client: QatarEnergy – Operations & Readiness, Offshore Operations Department
Location: Doha HQ (with occasional offshore visits)
Future Rotation: Offshore after ~15 months | 29 days ON / 27 days OFF
Contract Duration: 36 months (renewable)

Position Overview

QatarEnergy is seeking an experienced Senior Commissioning Engineer – Subsea & Electrical (Power Cables) to lead the commissioning of telecom and high-voltage subsea power cable systems across major offshore assets. The role covers full-cycle commissioning activities—from engineering, FEED/EPIC design review, and system preparation through to pre?commissioning, commissioning, start?up, and final handover to Operations. This position requires strong technical expertise in offshore telecom networks and 132?kV HV power cable systems, combined with the leadership capability to manage multidisciplinary teams in complex offshore environments.

Key Responsibilities

1. Engineering, FEED & EPIC Review

  • Review, comment, and approve contractor engineering deliverables including design documents, commissioning procedures, system architecture drawings, test plans, and as?built documentation.
  • Provide technical oversight during FEED and EPIC phases to ensure design compliance with project requirements, international standards, and operability targets.
  • Ensure all commissioning requirements (testing, tools, spares, documentation, procedures) are correctly implemented early in the project lifecycle.

2. Telecom Systems Commissioning

Lead and execute commissioning activities for a wide range of offshore telecom systems, including:

  • CCTV and security systems
  • UHF/VHF radio communications
  • PA/GA systems
  • IP telephony and VoIP communication networks
  • Telemetry, AIS, and Access Control Systems (ACS)
  • Structured cabling infrastructure (copper & fiber)
  • Network Management Systems (NMS) and associated IT?OT interfaces

3. 132 kV HV Power Cable Scope

Ensure safe and compliant pre?commissioning/commissioning of 132?kV subsea and onshore power cable systems, including:

  • Conduct and supervise HV continuity, insulation resistance, HiPOT, sheath integrity tests, and accessory verification in line with IEC?60840 requirements.
  • Apply HV competency standards such as:

    • City & Guilds certified HV AP/SAP switching authorization
    • Documented NFPA?70E / OSHA arc?flash training and PPE compliance
  • Plan and witness fiber?optic attenuation/OTDR testing for composite power cables.
  • Utilize commissioning software tools for tracking, reporting, and documentation.

4. Execution, Coordination & Field Leadership

  • Plan, organize, and execute pre?commissioning and commissioning activities in accordance with project schedules.
  • Lead multicultural teams (contractors, vendors, technicians, offshore personnel) during field execution.
  • Ensure technical issues are resolved promptly to avoid schedule delays, providing on?site troubleshooting and engineering support.
  • Ensure readiness for start?up, including validation of system functionality, interfaces, and integration with subsea and topside systems.

5. HSE, Quality & Risk Management

  • Champion QatarEnergy HSE standards, ensuring safe execution of all work activities.
  • Apply risk management tools such as HAZID, SIMOPS, and permit-to-work systems.
  • Ensure compliance with QA/QC requirements, method statements, inspection/test plans, and commissioning check sheets.
  • Maintain accurate records, documentation, and certification for final handover to Operations.

Qualifications & Experience:

Bachelor’s Degree in Electronics & Communications Engineering or related discipline.

Minimum 15 years’ experience in the Oil & Gas industry.

At least 10 years in telecom commissioning for onshore/offshore facilities.

Strong FEED and EPIC experience with proven capability to review, comment, and approve contractor deliverables.

In-depth technical expertise in offshore telecom systems (CCTV, radio, PA/GA, IP telephony, network infrastructure, NMS, structured cabling, AIS, ACS).

Demonstrated ability to coordinate and lead complex commissioning activities under pressure.

HV qualifications including:

  • City & Guilds HV AP/SAP authorization (or equivalent)
  • NFPA?70E / OSHA arc?flash training
  • Experience with IEC?60840 test/commissioning for 132?kV cables

Familiarity with fiber optic testing (OTDR, attenuation).

Offshore certification: BOSIET/FOET + CA?EBS preferred.

Excellent communication, leadership, and reporting/documentation skills.

Proficiency in IT tools, commissioning software, and digital documentation systems.

Work Conditions:

  • Based initially in Doha HQ with offshore visits.
  • After ~15 months, transitions to offshore rotational assignment (29 days ON / 27 days OFF).
  • Must be prepared for offshore fieldwork and leading commissioning operations.
