Position Title: Senior Engineer (HSE)
Location: Doha, Qatar
Position Overview
The Senior Engineer (HSE) plays a critical role in ensuring safe and compliant project delivery across all engineering phases. Reporting directly to the Project Manager, this position leads safety engineering activities, supports risk mitigation strategies, and ensures alignment with international and regional health, safety, and environmental regulations.
The ideal candidate brings extensive experience in safety studies for Oil & Gas facilities and demonstrates a proactive approach to hazard identification, regulatory compliance, and incident prevention.
Key Responsibilities
1. Safety Engineering & Risk Management
Lead and facilitate HSE safety studies, including:
- HAZOP (Hazard and Operability)
- HAZID (Hazard Identification)
- SIL (Safety Integrity Level)
- QRA (Quantitative Risk Assessment)
- General risk assessments across project phases
- Develop engineering controls and mitigation strategies for high?risk scenarios, particularly in live Oil & Gas and brownfield environments.
- Review, validate, and approve safety deliverables submitted by contractors and vendors.
2. Compliance & Standards
- Ensure full compliance with ISO 45001 and other applicable HSE regulations and standards.
- Support the implementation and training of Permit to Work (PTW) systems.
- Monitor regulatory and operator?level updates to maintain compliance with Qatar and GCC requirements.
3. Inspections, Audits & Incident Support
- Provide technical HSE support during field audits, inspections, and site assessments.
- Participate in incident investigations, root cause analysis, and corrective action planning.
- Track and verify completion of corrective and preventive actions (CAPA).
4. Training, Coaching & Team Development
- Deliver training on safety engineering best practices, regulatory requirements, and risk control strategies.
- Mentor junior engineers and field staff on HSE methodologies and risk identification.
5. Reporting & Documentation
- Prepare risk registers, safety engineering reports, dashboards, and compliance documentation.
- Present findings and recommendations to internal stakeholders and clients.
- Maintain all HSE qualification records and ensure audit readiness.
Qualifications & Experience
- Minimum 10 years of experience in Oil & Gas HSE engineering within FEED, detailed design, or EPC environments.
- Prior experience supporting QatarEnergy (QE) or major GCC operators (highly preferred).
- Strong leadership, communication, and stakeholder management skills.
- Experience in safety performance metrics, training facilitation, and case management (preferred).
- Proven capability in managing HSE aspects for live facilities and brownfield projects.
- Working knowledge of ISO standards, PTW systems, and company safety requirements.
Education & Certifications
- Bachelor’s degree in Chemical, Process, or Mechanical Engineering.
- NEBOSH or equivalent safety certification (required).
- First Aid/CPR certification (preferred).
- Additional professional HSE certifications are an advantage.
- Proficient in Microsoft Office applications (Word, Excel, PowerPoint, Teams).
