Job Purpose:

  • Supports the Project HSE Manager in implementing and maintaining the HSE Management System on an EPCC for a FPSO project. The role focuses on technical HSE oversight, compliance monitoring, risk management, and ensuring daily operational adherence to safety standards across all project activities.

  • Execute Project HSE Management through:

- HSE Plan and programs.

- Compliance with Clients’ requirements.

- People, environment, assets and reputation are protected in line with MISC HSE policies and procedures and in conformance with the industry standards and regulatory requirements.

- Implementation of ISO 45001 and ISO 14001.

- Management of Contractor’s HSE.

Job Context & Major Challenges:

  • The Head of Commissioning requires solid technical and organizational experience, effective communication skills, and ability to solve problem and to propose mitigations measures. The Head of Commissioning must be able to manage the respective priorities, drivers, challenges and site constraints in close collaboration with Karimun yard manager and Systems Completions Division manager and other stakeholders while maintaining focus on safety, quality and planning. The context and challenges of the position are summarised as follows:

  1. Commissioning of 6 new Topsides Decks and delivery them on time for sail away to offshore installation.

  2. Mult-disciplines involving Structures, Process, Instrumentation & Control, Electrical, HVAC, Piping and Mechanical, and Telecom disciplines.

Responsibilities:

Project HSE Planning

  • Prepare Project HSE Plan, project HSE standards & procedures and HSE bridging documents

  • Monitor and ensure compliance with all project HSE KPIs

  • Ensure all activities are conducted safely and in line with MISC HSE Management System, Project HSE Plan, policies and procedures and in conformance to the national and international industry HSE regulations to protect people, assets and environment.

 Project Risk Management

  • Undertake a full Project HSE risk assessment (HAZID, HRA, EAI, etc.) to identify HSE risks for critical activities or high-risk areas.

  • Ensure that at a minimum, Job Hazard Assessment (JHA) is performed prior to work commencement. Ensure HSE risk assessment becomes an integral part of Permit to Work (PTW) system.

  • Actively participate in project HAZID / HAZOP and risk assessment arises from Management of Change (MOC) process.

  • Maintain Project Hazard and Effects Register (HER / HIRARC) throughout project execution stage; identify the deliverables, specify performance standards and identify gaps in HEMP implementation.

HSE Supervision and Monitoring

  • Supervise and monitor HSE activities at site to ensure compliance with Project HSE Plan, policies and procedures. Closely monitor site activities and site conditions on daily basis to find out HSE lapses of Contractor and take appropriate Corrective and Preventive Actions (CPA) and report to Project HSE Manager.

  • Manage Project HSE reviews in line with project governance process.

  • Perform HSE walkabouts to reduce the importation of risks during project execution

  • Develop weekly/monthly project HSE performance report and lead project HSE meetings.

 Contractor HSE Performance

  • Monitor and supervise implementation of Contractor HSE Management for projects.

  • Review Contractor’s HSE documents such as Project HSE Plan, HSE procedures, HSE programs, HSE performance, emergency procedure, training plan and risk assessments.

  • Review Contractor’s HSE performance including construction, installation and operational methods, and provide advice to ensure HSE risks are as low as reasonably practicable.

  • Regular engagement with Contractors throughout the project execution.

Project HSE Documentation

  • Ensure project HSE documentation such as plans, procedures, monitoring and inspection records, incident investigation reports and other related documents are maintained and retained as required.

  • Review and update as necessary project HSE Plans and procedures.

Project HSE Management

  • Implement HSE pro-active measures in the project site activities as stated in HSE policies and procedures of MISC.

  • Close out all HSE non-compliance issues prior to project handover.

  • Communicate and promote HSE campaigns and awareness programs to Project Management Team and Contractors.

  • Establish, develop and improve networking with Client and Contractors, HSE authorities and practitioners in the Oil and Gas industry.

  • Participate actively in HSE communication and consultations.

Emergency Response & Incident Management

  • Prepare HSE Emergency Plan for the project.

  • Ensure emergency preparedness of the project through planned emergency training and drills.

  • Coordinate reporting and participate in managing accidents/ incidents/ crisis to safe life, quick recovery of assets, prevent damage to environment and maintain reputation of MISC.

  • Conduct or participate in incident investigation for project related accidents/incidents (including significant near miss cases, property loss incidents, and environmental related issues) that occur during project execution.

  • Analyse and establish root causes using appropriate accident causation modelling (e.g. Tripod-Beta), provide recommendations and ensure implementation of actions.

HSE Assurance & Inspection

  • Conduct HSE audit compliance and inspections for the project and Contractor’s activities to ensure their activities/ performance is in conformance to the contractual requirements and HSE regulations and standards.

  • Perform regular site HSE inspection and verification throughout project execution.

  • Monitor implementation of improvement or corrective actions and closure of findings from the audits/inspections.

  • Plan, manage and lead Advance Safety Audit (ASA) for the project.

Project HSE Competency

  • Review competency compliance of Contractors and PMT in handling critical project activities prior to start work.

  • Monitor and ensure completion of project HSE training plan for Contractors and PMT.

  • Ensure effective support and guidance to the contractor from PMT commissioning team to enable the safe and timely completion of all commissioning activites in line with the approved plan and schedule.

  • Provide oversight, assurance and direction to the contractor’s pre commissioning and commissioning activities to ensure all system are delivered safely, fully compliant with project specifications and ready for seamless transition to start up and operarions.

  • Maximize the onshore commissioning scope competion to reduce offshore commissioning requirements and improve schedule efficiency.

  • Manage the systems completion and commissioning deliverables to ensure their timely inclusion in the EPC packages and alignment with project requirements.

  • Manage systems engineering design within the project’s change management framework to enable controlled modifications and develop recovery plans for any schedule delays.Verb + Object + Outcome.

  • Promote a positive project culture to encourage team members to perform at their best and contribute effectively each day.

  • Collaborate effectively with project teams and departments to resolve technical and interface issues to maintain progress and support successful project execution.

  • Maintain effective working relationships with contractors, subcontractors, and vendors to support coordination and issue resolution throughout the project lifecycle.

  • Manage Company Lessons Learned integration into contractor work scopes to ensure continuous improvement and proper implementation of new learnings during execution.

Requirements:

  • Minimum 8 years’ experience in HSE Management in Oil & Gas construction with at least 5 years in marine yard construction.

  • Experience in at least one project involving major topsides fabrication and/or floater conversion project.

  • Minimum 6–8 years of HSE experience, preferably in project-based roles within construction, oil & gas, or heavy industry.

  • Knowledge of ISO 45001 and ISO 14001, Internal Auditor certifications are desired

  • Solid knowledge of risk assessment, hazard control, and HSE monitoring tools.

  • Proficiency in HSE reporting and documentation.

  • Strong analytical and communication skills, with a proactive and detail-oriented approach.
