Position: Senior Instrument & Control Engineer
Location: Qatar
Role Purpose
The Senior Instrument & Control Engineer provides expert technical support and assurance across Instrumentation, Control Systems, and Telecommunication engineering activities within assigned projects. The role ensures that project deliverables meet the highest standards of technical quality, safety, integrity, cybersecurity, operability, and maintainability — while supporting Operations, Maintenance, Asset Integrity, HSE, ICT, and project teams throughout all project phases.
Key Responsibilities :
Technical Support & Engineering Assurance
- Deliver high quality technical expertise in Instrumentation, Control Systems, and Telecommunication engineering across all project stages.
- Review, verify, and endorse technical design documents to ensure compliance with approved standards and alignment with Operations, Maintenance, Asset Integrity, HSE, ICT, and Cybersecurity requirements.
Ensure completeness and technical accuracy in scope preparation, covering systems such as:
- DCS, ESD, Fire & Gas, SCADA, PLCs, SIL ratings, SIF
- Field instrumentation (transmitters, detectors, vibration probes, thermowells)
- Control & field devices (control valves, local control panels, marshalling panels, field HMIs)
- Communication hardware (fibre optics, switches, servers, GSM modems, NTP servers, converters)
- Telecom systems (PAGA, RTU, RF systems, microwave radios)
Project Coordination & Interface Management
- Coordinate with Operations, Maintenance, Asset Integrity, HSE, ICT, and Cybersecurity teams to ensure alignment with project requirements.
- Participate in FEED and EPIC stages, ensuring O&M requirements are fully incorporated into project design and execution.
- Resolve discipline related technical issues and manage punch list closure during pre-commissioning and commissioning.
- Ensure seamless coordination between SIMOPS and various project interfaces to support safe and efficient shutdown and start-up activities.
Safety, Risk & Compliance
- Identify hazards during engineering reviews (HAZID, ENVID, HAZOP, QRA, FERA, etc.).
- Attend and contribute to safety workshops, technical meetings, SATs, performance tests, and pre-start-up safety audits.
- Assure compliance with environmental, process safety, and engineering policies across project deliverables.
Operations & Maintenance Support
- Provide technical support to operations and maintenance teams throughout all project phases.
- Support troubleshooting, construction, pre-commissioning, commissioning, start-up activities, and facility handover.
Team Development
- Support development and training of Qatari nationals and junior discipline engineers.
Decision-Making Authority
- Ensure all technical deliverables meet required quality and safety standards and are aligned with project engineering and operational needs.
- Provide engineering assurance for asset and plant operations within the Instrumentation & Control discipline.
Qualifications, Skills & Experience :
Education
- Bachelor’s degree in Instrument & Control Engineering (Chartered Engineer status preferred).
Experience
- Minimum 15 years post-graduate experience, including 10 years in Oil & Gas with a reputable international operator.
- Hands-on experience in operations and maintenance is mandatory.
- Exposure to consulting firms, EPIC contractors, and activities spanning pre-commissioning, commissioning, start-up, and handover is an added advantage.
Technical Competencies
- Strong knowledge of International Standards, Shell DEPs, and/or QP standards.
- Proficiency with discipline engineering design software.
- Strong grounding in core instrumentation and control engineering fundamentals.
