Senior Workforce Development Advisor – Contract Role
Our client, a major Oil and Gas LNG operation in Papua New Guinea, is seeking a Workforce Development Advisor to join their team on a contract basis.
The Workforce Development Advisor will play a critical role in advancing local workforce capability, supplier development, and national content integration. This position requires strong stakeholder engagement, strategic planning, and execution to ensure sustainable workforce growth and alignment with project objectives.
Key Functions & Responsibilities
Workforce Development
- Design and implement workforce development strategies aligned with the LNG operation’s National Content Plan.
- Identify skills gaps and create training, apprenticeship, and capacity-building programs for local employees.
- Collaborate with educational institutions, vocational training centers, and government agencies to strengthen workforce pipelines.
- Monitor workforce performance metrics and report progress against development goals.
Supplier & Enterprise Development
- Support supplier development initiatives through the Supplier Management Portal and Enterprise Development Centre.
- Assist contractors in implementing supplier workforce development plans.
- Contribute to bid evaluations and contractor performance reviews with a focus on workforce readiness.
- Promote continuous improvement in supplier workforce practices.
Stakeholder Engagement
- Represent the LNG operation externally with private sector associations, educational institutions, government agencies, NGOs, and community groups.
- Build alignment with JV partners to ensure consistent workforce development strategies.
- Conduct site visits and maintain regular engagement with contractors and external stakeholders.
Strategy, Planning & Reporting
- Develop stewardship metrics and reporting processes to track workforce capability and supplier performance.
- Provide subject matter expertise to guide workforce development strategy and execution.
- Prepare reports for project leadership, lenders, consultants, and government submissions.
- Share lessons learned and best practices across projects to strengthen local economic development.
Advocacy & Communications
- Support the development of workforce communications and advocacy plans.
- Identify opportunities for strategic investments to enhance workforce development objectives.
- Actively promote collaboration and knowledge-sharing to drive workforce improvements.
Skills and Qualifications
- Minimum 15 years of experience in workforce development, project management in extractive industries in Papua New guinea
- Bachelor’s degree in Human Resources, Business Administration, Economics, Education, Engineering or a related field (Master’s degree preferred)
- Experience with lender-financed projects and knowledge of IFC and Equator Principle Standards.
- Strong background in workforce planning, supplier development, and socioeconomic management.
- Proven ability to engage PNG stakeholders at national, regional, and local levels.
- Experience in contracting, procurement, and project execution.
- Excellent analytical, reporting, and data analysis skills.
- Strong written and oral communication skills, with proven presentation ability.
- Proficiency in MS Word, Excel (advanced), and PowerPoint; Tableau experience is a plus.
- Ability to work effectively in multicultural and virtual team environments.
- Self-starter with strong organizational, networking, and problem-solving skills.
- Knowledge of the local business community and cultural diversity.
- Additional language proficiency is an advantage
