GENERAL RESPONSIBILITY

  • Functionally, he is appointed by the Head of the Construction Department and remains assigned to the Construction Department, from which he receives the support of his specialists (Home-Office) for the method aspects, for the duration of his mission.

  • Operationally, he reports to the Project Manager to whom he reports and from whom he receives instructions. From the beginning of his assignment, he is delegated the powers necessary for his function. He has at his disposal a site team and logistical means adapted to the construction phase of the project.

  • He/she assumes full responsibility for all construction activities, in compliance with the rules and procedures in force and the instructions received from the Project Manager. On the site, he represents the project manager in all its relations with the Administration, the CLIENT, the partners, the companies involved in all matters relating to the site's activities.

  • On site, he acts as the  representative in all relations with local authorities, the client, partners, subcontractors or suppliers for aspects related to site activities.

SPECIFIC RESPONSIBILITIES

General:

  • He ensures the entire process of the constructability program with the support of the Construction department.

  • He organizes the site.

  • He/she participates in kick-off meetings with the CLIENT and with the subcontractors to present and clarify the organization and policy of the site.

  • He maintains relations with the CLIENT on the site, as a delegate of the project manager.

  • If necessary and with the support of the project manager and the Construction department, he organises operational forces that meet specific objectives: safety group, unit handover team, test team, etc.

  • He organises internal audits.

  • He communicates within the site organization the importance of the CUSTOMER's satisfaction as well as the legal and regulatory requirements.

  • He manages the construction management teams

  • He or she finalises the organisation of the site, defines the job description (tasks to be carried out and skills required) of each member of the site staff,

  • He/she prepares or participates in the development of the Supervision Barchart,

  • He participates in the selection of candidates who will make up the members of his team through interviews,

  • He finalizes the supervision schedule according to the general construction schedule (mobilization),

  • He reports to the project manager.

Health, safety, environment and safety:

  • In the event of an incident, he or she participates in the opening and closing meetings of the investigation, monitors the implementation of corrective actions and supports the notification of the incident by the site HSE manager.

  • He ensures the implementation of effective safety measures and procedures defined as part of the HSE Client management.

  • He monitors the security situation together with the CLIENT.

  • He/she ensures the follow-up and compliance with HSE instructions within the construction teams of the project manager

Quality Management:

  • He regularly evaluates quality performance by analyzing quality indicators.

  • He approves the issuance of non-compliance reports and convenes special quality meetings to resolve repetitive situations.

  • In the event of a major quality defect on the site, it supports the notification of non-conformity issued by the site's quality manager.

  • He ensures the correct implementation of the site quality management system during the construction phase.

  • He checks that the overall quality level of the construction work is within an acceptable range.

  • He ensures an adequate and timely transfer of the systems to the CUSTOMER.

Construction Activities:

  • He evaluates the work carried out.

  • He/she coordinates the construction activities with the project manager, the technical field manager, the procurement manager, the HSE manager and the quality manager, as well as with the CLIENT's representatives on the site.

  • He guides, assists and advises the site team on all aspects of construction.

  • He ensures adequate coordination between the site teams.

Administration of works contracts

  • He consolidates the quotes for price supplements, before presentation to the MOA, for operations not included in the contract contracts.

  • He ensures that the change orders are contractually accepted and evaluated before the work is carried out.

  • He assists the project manager and the Project in the event of claims from companies. In the event of a major complaint, he or she informs the project manager and the head of the construction department as soon as possible in order to find an acceptable solution.

  • He approves the monthly billing slips of companies, based on physical progress.

  • He/she assists the project manager and the CLIENT during periodic cost analysis reviews.

  • He ensures that work slips, including unscheduled and additional work, are issued by subcontractors and checks field staff on a monthly basis.

Construction planning and scheduling/progress reporting

  • He informs the project manager and the head of the Construction department of the progress of the work and of any event occurring in the field that could affect the execution of the project and/or the image of the project manager.

  • He chairs the weekly site meetings with the CLIENT.

  • He/she participates in the monthly review and project steering committee with the project manager, the sponsors and the CLIENT.

  • He ensures that the procedures for measuring the progress of the construction work are correctly applied.

  • He verifies that construction activities are carried out and coordinated in accordance with construction strategies and that planned objectives, in terms of progress, are achieved.

  • He approves the weekly and monthly construction progress reports (the construction part of the internal monthly report).

  • He ensures that the companies carry out the work in accordance with their contractual obligations.

  • He ensures that companies mobilize resources according to the needs of the construction schedule.

  • He ensures that the equipment to be integrated into the unit is available on the site in accordance with the activity schedule.

On-site surveys

  • He ensures that the "Good for Construction (BPC)" plans are available on the site in accordance with the schedule of activities.

  • He ensures the proper functioning of the technical documentation system.

  • He ensures that outstanding technical issues are resolved in a timely manner.

  • He ensures the support of the technical staff at the head office whenever necessary, with the support of the project manager.

  • He ensures adequate management of supplier representatives on site.

Staffing, site personnel administration

  • He ensures the ability of the members of the field organization to perform their tasks correctly and sends individual evaluation reports to the Construction Department, if necessary.

  • He approves the mobilization and demobilization of personnel on the site (including representatives of suppliers, etc.).

  • He ensures the performance of the evaluations of the service personnel for the construction team.

  • He ensures that job descriptions detailing responsibilities are established for all staff and ensures that they are disseminated

Preparation Start-up / Start-up

  • He helps the team to organize PMER activities as well as assistance to the CLIENT for the MER phase

  • He helps to obtain the acceptance of the installations by the CLIENT.

  • He is a signatory of the various minutes on behalf of the project manager

  • He ensures that the pre-commissioning and commissioning activities are carried out in accordance with the contract, and in an efficient manner in terms of safety, schedule and cost,

  • He checks the proper preparation of files for execution and end of business

  • He ensures effective coordination and collaboration with the CLIENT.

Industrial relations and interface with local authorities

  • He meets with the local authorities, the CLIENT, partners, subcontractors or suppliers in order to maintain good relations and avoid/remove possible obstacles to construction activities.

  • He maintains good relations with the staff in order to ensure their motivation and commitment to the project (e.g. by organising a team spirit).

  • He ensures that the entire team is committed to maintaining good relationships with all stakeholders.

End of mission

  • He produces the final construction report, including detailed feedback on the main points raised during construction, and proposals for improvements.

  • He provides information on the management of the project and its coordination with construction activities.

  • He ensures the evaluation of all external parties (agency or local staff) and approves the reports sent to the Construction Department.

  • He evaluates the performance of subcontractors and sends reports to the market department.

  • He evaluates the performance of suppliers and approves the reports sent to the purchasing division.

  • He reports to the project manager
