Start Up Supervisor (OESS)

Contract/Permanent: 3 years contract, possible to extend
Work Schedule: Monday – Saturday
Reporting Structure
Reports to: Section Lead / Head of Department
Direct Reports: Typically 5–10 staff, depending on project scope
Internal Interfaces:
- Frequent interaction with Operations leadership, Shift Supervisors, Operations Coordinators, and Operators
- Periodic engagement with Safety Officers, Maintenance Supervisors, Foremen, Engineering specialists, and Asset Surveillance teams
External Interfaces:
- Occasional coordination with QatarEnergy, RLIC, and other interface operators as per established protocols
Job Purpose
Lead and oversee operational activities during the EPC phase through commissioning, start-up, and shift operations within the assigned project area. Ensure safe and efficient achievement of production targets until the facility is stabilized and handed over to Asset Operations. Coordinate closely with panel operators, field teams, and other stakeholders to maintain process integrity and safety.
Job Responsibilities
- Contribute to the development and implementation of operational procedures and continuously review for improvements.
- Supervise the Permit-to-Work (PTW) process for start-up and brownfield activities, ensuring strict compliance with safety standards.
- Plan, assign, and monitor tasks for shift personnel to meet operational objectives; assist in manpower planning and resource allocation.
- Support offshore operational requirements and oversee the seamless handover of facilities to permanent operations.
- Coordinate pre-start-up and shutdown activities, ensuring readiness for commissioning and operational transition.
- Assist in maintenance planning and execution during start-up, minimizing downtime and ensuring equipment reliability.
- Maintain procedural compliance through authorizing work, logging shift activities, managing consumables, and conducting handover briefings.
- Identify competency gaps within the team and recommend training programs for operators and national development candidates.
- Act as Incident Controller during emergencies, making critical first-response decisions and providing timely updates to management.
- Participate in risk assessments, HAZOP reviews, and safety case development to strengthen risk management practices.
- Prepare routine and ad hoc shift reports; conduct yard walkdowns and punch list reviews.
- Collaborate with project and operations teams to ensure safe and efficient start-up of new facilities.
Job Requirements
- Completion of secondary education (12 years) plus vocational training certification.
- Minimum 8 years in oil and gas operations, with strong exposure to commissioning and start-up activities.
- Prior Living Quarter/Jacket project experience
- In-depth knowledge of production equipment, control systems, and operational practices in the designated area.
- Strong communication skills in English (written and spoken).
- Technical expertise in operational processes and systems.
- Proven leadership and team management capabilities.
- Proficiency in IT tools (Word, Excel, Outlook).
