Job Title: Technical Safety Engineer

Department: HSEQ – HSE Integrity & Major Risks Management

Role Purpose

The Technical Safety Engineer is responsible for delivering robust safety engineering solutions and conducting technological risk assessments for company assets. This role ensures compliance with company standards and contributes to reducing major risks and integrity threats across offshore operations.

Key Accountabilities

  • Develop and maintain Quantitative Risk Assessments (QRA), Technological Risk Assessments, Major Risk Registers, and Safety & Environmental Critical Elements (SECE) with associated performance standards and ALARP demonstrations.
  • Prepare and update hydrocarbon release reports and maintain the company’s hydrocarbon release register.
  • Track and report Process Safety KPIs, including hydrocarbon releases.
  • Develop and maintain Safety Concept Documents for all offshore installations.
  • Establish and update safety engineering specifications, standards, and guidelines.
  • Plan and conduct hazard identification studies (HAZID, HAZOP, SIL), risk assessments, and ALARP demonstrations for operating assets, projects, and modifications.
  • Maintain and update Major Risk Registers for all offshore locations every five years or after major modifications.
  • Act as Principal Process Safety Engineer during their absence.

Key Activities

  • Develop and update Detailed Risk Assessments (DRA) as per COMPANY standards, including isolatable section definition, frequency analysis, event tree analysis, consequence modeling using PHAST, and risk analysis.
  • Update Major Risk Registers and perform ALARP demonstrations based on DRA outcomes.
  • Conduct flare radiation and dispersion studies and update SECE registers with performance standards.
  • Prepare assumption registers and methodologies for technical safety studies.
  • Perform risk assessments for non-process hazards (e.g., ship collision, dropped objects).
  • Update Safety Concepts as per company.
  • Conduct EERA studies for normal and SIMOPS cases.
  • Participate and, when required, chair Safety Engineering Workshops (HAZID, HAZOP, SIL, ALARP).
  • Provide safety input to field operations, engineering, construction, major projects, and SIMOPS.
  • Prepare scope of work for safety engineering and technological risk assessment studies.
  • Perform consequence modeling and review safety engineering studies, including:

    • Flare & Vent Studies
    • Hazardous Area Classification (IP15, API RP 500/505)

Context & Environment

This role contributes to defining company IMR management policies, frameworks, and strategies. Deliverables are critical to reducing major risks and integrity threats, improving production efficiency, and ensuring compliance with shareholders and regulatory expectations. The position requires pragmatic solutions tailored to mature offshore assets.

Qualifications & Experience

  • Education: Engineering Degree or Master’s in a relevant discipline.
  • Experience: Minimum 12 years in technical safety studies within the oil and gas industry.
  • Technical Skills:

    • Proficient in safety and risk engineering standards and guidelines.
    • Skilled in risk assessment tools and databases: PHAST, FlareSIM, OREDA, OGP, HCRD, UKOOA, PARLOC.
  • IT Skills:

    • Proficient in MS Office Suite (Word, Excel, PowerPoint, Access).
  • Personal Attributes:

    • Strong teamwork, leadership, and communication skills.
    • Critical thinking, open-mindedness, and commitment to knowledge sharing.
    • Willingness to undertake offshore visits.
  • Language: Fluency in English (mandatory).
