Our client, a major O&G company, is looking for a Corporate HSE Advisor to work on an initial 12-month contract in Houston, TX area

The main function of the HSE Advisor/Specialist will be to provide health, safety and environmental support to the Houston Modernization Program (HMP) Construction and Commissioning teams.

Job Responsibilities

  • Provide HSE support to HMP team to facilitate the Prevention of Serious Incidents and Fatalities (SIF) and an Operational Excellence Culture based on Human and Organizational Performance Principles and a commitment to quality work and genuine care and concern of the workforce.
  • Provide in-field coaching to craft personnel on Control of Work requirements, hazard analysis, implementation and verification of safeguards and controls, and work authorization (e.g. permitting) with a focus on high-risk work.
  • Coordinate, monitor and verify effectiveness of HMP HSE activities per the Project Execution Plan, HSE Plan, Contractor HSE Execution Plan and contract HSE expectations.
  • Primary HSE support for Construction and Commissioning teams (including Contractor's foremen, and superintendents).
  • Participate in Contractor safety meetings and serve as an HMP HSE point of contact for General Contractor and Sub-Contractor HSE representatives.
  • Conduct HSE Field Verifications, V&V Engagements and other OE assurance activities as directed.
  • Actively participate in contractor's daily toolbox talks, collaborate in JSA development, and verify IOGP Start Work Checks are utilized as appropriate.
  • Contribute to gather relevant HSE performance data, including leading safety metrics.
  • Follow through closure of action items resulting from OE assurance activities.
  • Participate in all levels of emergency response planning and training, as required.
  • Participate in safety meetings (safety standups, weekly HSE meetings, Leadership Team walks).
  • Support initial incident response and data gathering efforts and participate in investigations as needed and ensure proper classification and reporting is complete.
  • Communicate a clear vision that generates commitment and support from the workforce and support HMP initiatives, including contractors', to grow and sustain the desired Operational Excellence culture.
  • Contribute, as required, to the preparation of monthly and quarterly safety performance reports.

Skills

  • Proficient in Microsoft Office, Word, Excel, Visio and Power Point. Excellent written and verbal communication skills.
  • Leadership skills. Strong analytical skills with a sound understanding of root cause analysis. Strong ability to work independently and interact multiple companies and various levels of employees and leadership.
  • Education/Experience: Minimum of 5 years direct HSE experience in building construction, preferred experience in Major Capital Projects.
  • Demonstrated understanding and experience in Occupational Health & Safety legislation / regulations, safe work practices, incident investigation & reporting, Human and Organizational Performance, safeguard verification, and construction safety.
