Completion Lead
Location: Dar Es Salaam, Tanzania (office based)
Contract Duration: Until December 2026
Rotation: 8 weeks on / 2 weeks off

Role Overview
The Completion Lead is responsible for ensuring the safe, timely and structured handover of systems from Construction to Commissioning and Pre-Operations. This role oversees system definition, inspection workflows, punch list management and completion certification across all disciplines, supporting coordinated project delivery and compliance with established standards. The position requires strong interface management with Construction, QA/QC, Engineering, Pre-Commissioning, Commissioning and Handover teams to guarantee full readiness for operational phases.
Key Responsibilities
Completion & Handover Coordination
Manage system definition reviews and inspection planning in alignment with discipline leads and engineering teams.
Validate construction final inspections (walkdowns) and ensure proper identification, categorization and closure follow-up of punch list items.
Lead daily/weekly completion coordination meetings with Construction, QA/QC and site teams to secure progress against schedule.
Ensure accuracy and timely update of completion data in project systems (e.g., ICAPS, WinPCS, SmartPlant, Takeover modules).
Monitor inspection test reports (ITRs) per system priority, ensuring consistency, completeness and traceability.
Guarantee timely issuance of completion certificates and release of work fronts to Pre-Operations.
Punch List Management
Act as Punch List Authorized Individual for the project team.
Validate punch list descriptions, ensure relevance and correctness before registration.
Track registration, clearance verification and reporting of all punch list activities.
Coordinate joint walkdowns across project phases and expedite closure of outstanding items.
Review daily, weekly and monthly Master Punch List reports issued by contractors.
Technical Support & Documentation
Support discipline leads and site managers in sequencing and executing completion activities.
Assist Handover team with mechanical completion dossiers, test pack coordination and tie?in documentation.
Oversee compliance of construction and completion documentation required for system turnover.
Maintain continuous focus on HSE and environmental protection across all completion activities.
Skills & Qualifications
Education
Degree in Engineering or equivalent technical discipline.
Experience
Minimum 10 years of experience in Construction, Completion and Turnover roles on large-scale multidisciplinary projects.
Proven background working with completion systems and database tools.
Strong technical understanding of P&IDs, systemization and multi?discipline construction workflows.
Experience coordinating multicultural contractor teams.
Technical Competencies
Proficiency in completion software and databases (ICAPS, WinPCS, SmartPlant or equivalent).
Strong capability in interpreting engineering drawings, plans and project specifications.
Excellent command of English (written and spoken).
High computer literacy (Word, Excel, PowerPoint, PDF).
