Position: Construction Supervisor – Electrical & Instrumentation (E&I)
Location: Qatar - Site Based
Role Overview
We are seeking an experienced Construction Supervisor – Electrical & Instrumentation (E&I) to oversee and manage site construction activities within major onshore oil and gas projects. The successful candidate will ensure that all works are executed safely, efficiently, and in compliance with project specifications, quality standards, and regulatory requirements.
Key Responsibilities
Site Leadership & HSE
- Act as the HSE leader on site, ensuring full compliance with all safety regulations and project requirements.
- Promote a strong safety culture and ensure contractors adhere to approved Permit-to-Work (PTW) systems, including Isolation and Lock-Out/Tag-Out procedures.
- Serve as a Work Permit Approver and ensure compliance with all permit conditions.
Construction Supervision
- Supervise EPIC contractors throughout construction activities to ensure alignment with project specifications and schedules.
- Coordinate contractor mobilization and ensure resources are deployed effectively.
- Conduct daily inspections of construction work, personnel, and equipment to verify compliance with contractual and HSE requirements.
- Review and approve contractor submissions including method statements, risk assessments, and material requisitions.
Electrical & Instrumentation Oversight
Supervise installation, testing, and commissioning of:
- Electrical systems including transformers, switchgears, bus ducts, UPS systems
- Instrumentation and control systems
- Cable trays, cabling (power, control, fiber optic), and terminations
- Fire alarm systems, CCTV, and telecom systems
- Control panels, junction boxes, and associated infrastructure
- Manage earthing systems and lightning protection installation and testing.
- Oversee cable routing, diversion, splicing, termination, loop checking, and testing.
- Supervise cathodic protection system installations and testing.
Inspection, Testing & Commissioning
- Attend and sign off Requests for Inspection (RFIs) in accordance with approved Inspection Test Plans (ITPs).
- Witness Site Acceptance Testing (SAT) and pre-commissioning activities.
- Conduct system walkdowns and lead Mechanical Completion (MC) activities.
- Prepare and manage punch lists prior to final handover.
Coordination & Reporting
- Interface with construction leads, QA/QC teams, HSE personnel, contractors, and stakeholders.
- Provide regular updates on HSE, quality, progress, and site issues, including recommendations for improvement.
- Maintain detailed daily progress reports and highlight deviations or risks.
- Support development of as-built documentation.
Qualifications
- Bachelor’s Degree or Diploma in Electrical or Electronics Engineering from a recognized institution.
- Additional training in QA/QC practices is preferred.
- 12–15 years of relevant E&I construction experience in onshore oil & gas projects.
Strong experience in:
- Greenfield and brownfield project environments
- Live plant operations and tie-ins
- Substation and control room construction
- Inspection, testing, and pre-commissioning activities
- Minimum 10 years with EPIC contractors, with roles at Superintendent level.
- Additional experience as Client or PMC Senior Supervisor is advantageous.
- Experience in GCC countries (preferably Qatar) is highly desirable.
Knowledge of international standards and codes such as:
- QCS, ACI, AISC
- BS / EN / ISO / ASTM
- Shell DEP (or equivalent)
- Experience with High Voltage (HV) systems is preferred.
