DATA MANAGEMENT DEVELOPMENT LEAD
JOB PURPOSE
The Data Management Development Lead is responsible for leading and managing all activities related to the structure, integrity, maintenance, enhancement, and governance of metadata. The role supports the digital project and company vision by ensuring the quality, accessibility, standardisation, and digital integration of technical data across multiple company systems and applications.
The position also acts as the focal point for iView development and administration, metadata governance, digital documentation initiatives, data quality improvement, digital transformation activities, and interfaces between documentation systems and corporate applications.
KEY ACCOUNTABILITIES
HSE Compliance & Leadership
- Ensure awareness of and compliance with HSE rules and regulations by subordinates and contractors.
- Promote and support company safety initiatives and best practices.
- Contribute to reducing HSE risks through improvements in technical documentation quality and accessibility.
Data Management & Metadata Governance
- Manage all activities required to structure and maintain metadata contained within documentation.
- Ensure metadata quality, consistency, integrity, and compliance with standards and requirements.
- Lead initiatives to recover, correct, upgrade, and maintain technical documentation metadata.
- Develop strategies and tools to improve document and metadata quality delivered by contractors.
- Support data standardisation and perform quality assurance checks across departments.
- Support Data Governance Project initiatives.
Digital Project & Digital Twin Support
- Support the digital project and TAG centric vision through effective metadata management.
- Participate in Digital Project Task Force activities and use cases related to digital twin initiatives.
- Ensure compatibility between digital project requirements, standards, and existing solutions.
- Develop interfaces between technical documentation and applications, including SAP, 3D models, and other digital platforms.
- Support digital transformation initiatives across engineering & construction departments.
- Build interfaces between document management systems and digital project use cases.
iView Management & Development
- Manage, maintain, enhance, and develop iView, the advanced viewer used throughout for accessing documentation.
- Ensure the continued performance and availability of the platform.
- Create and manage iView standalone solutions.
- Develop integrations between iView and other applications.
- Serve as the iView focal point for digital project activities.
- Coordinate synchronisation activities between MANASA Operation and iView.
- Provide support to both onshore and offshore users.
- Coordinate iView contracts, licensing, development activities, disaster recovery requirements, and associated costs with the IS Department.
- Create standalone viewer solutions for MP, E&C, CPD, contractors, QatarEnergy, and external companies with project-specific access rights and licenses.
Documentation Systems & MANASA Administration
- Write scopes of work and define project execution plans.
- Manage project schedules, conduct weekly meetings, monitor progress, and validate invoices.
- Oversee deliverable imports into MANASA and iView environments.
- Manage the creation of MIM (Import Files) and MUM (Update Files) in accordance with MANASA requirements.
- Ensure successful importing and updating of all documents and associated metadata.
- Ensure all technical documents within the MANASA operation (As Built Cabinet) comply with iPDF standards.
Standards, Numbering Rules & Governance
- Develop, update, and maintain standards and rules relating to document and TAG numbering.
- Analyse new numbering requirements and assess impacts on existing tools and digital project use cases.
- Coordinate with departments including MP, E&C, DPG, and CPD to maintain alignment of standards.
- Ensure rules are correctly implemented within digital project use cases and applications.
- Identify and resolve compliance gaps in systems such as SAP, 3D Models, Credo, and other platforms.
Application, Tools & iPDF Development
- Coordinate with the IS Department regarding applications and tools associated with intelligent PDF (iPDF) technologies.
- Participate in the development of tools and plugins incorporating business rules.
- Support the development of intelligent document generation solutions.
- Assess impacts of new developments on existing tools, workflows, and digital project use cases.
- Coordinate all activities involving metadata validation and documentation quality control.
Stakeholder Management & Cross-Functional Coordination
- Interface with E&C, MP, DCC, DPG, CPD, IS, and other departments.
- Coordinate activities involving document management, numbering conventions, tool development, MANASA interfaces, and metadata governance.
- Engage with 3D model teams to develop integrations, plugins, and TAG-related interfaces.
- Support Greenfield projects documentation workflows and metadata synchronisation requirements.
- Act as a focal point for INCITIUS Software as OEM and participate in all related activities.
Team Leadership
- Supervise and coordinate contractor resources assigned to data management and digital documentation activities.
- Lead assigned project teams to ensure delivery of objectives within scope, schedule, and quality expectations.

Key Dimensions
- Responsible for iView applications and associated interfaces used by all users.
- Coordinates with all departments regarding document metadata generation and compliance with standards.
- Manages outsourced personnel through external contractors.
- Oversees approximately 350,000 documents.
- Supports management of approximately 310,000 documents available within iView (latest revisions only).
PRINCIPAL ACTIVITIES
HSE

Digital Project Interfaces
- Structure, recover, correct, upgrade, and maintain metadata.
- Develop quality control strategies and tools for documentation deliverables.
- Support digital twin and digital project implementation activities.
- Create interfaces with SAP, 3D models, and other enterprise applications.
- Support 3D model development to ensure alignment with digital project requirements.
- Build integration mechanisms between document management systems and digital project use cases.
iView Administration
- Maintain and continuously improve iView functionality.
- Support all users and ensure operational reliability.
- Manage synchronisation between MANASA and iView.
- Develop viewer solutions for internal and external stakeholders.
- Coordinate licensing and disaster recovery requirements.
Tools & Digital Solutions
- Participate in iTools and plugin development.
- Support generation of intelligent PDF deliverables.
- Evaluate impacts of system enhancements and new functionality.
Standards & Governance
- Maintain numbering standards and governance frameworks.
- Review and validate updates to standards.
- Coordinate implementation of numbering and tagging rules across systems and digital project use cases.
CONTEXT & WORK ENVIRONMENT
- Operates within a complex environment involving multiple interfaces across entities.
- Based in Doha, Qatar.
May be required to travel to project sites and facilities, including:
- Onshore locations
- Offshore locations
- Domestic assignments
- International assignments
- Standard work schedule: 5 days per week during regular office hours.
QUALIFICATIONS & EXPERIENCE REQUIRED
Professional Experience
- Confirmed Lead Document Controller with 15 years of professional experience within industrial project management organisations.
- Extensive knowledge of document control and data management practices.
Significant experience in:
- Operator transition phases for new fields
- Legacy documentation upgrades and management
- Technical documentation governance
- Field digitalization initiatives
- Strong experience working within large-scale EPCIC projects and/or portfolios of brownfield projects.
Technical Competencies
- Excellent understanding of document and data control principles.
- Strong knowledge of project controls.
- Proven capability in structured data development.
- Experience supporting process optimisation initiatives.
- Familiarity with digital transformation programmes and process automation.
- Broad understanding of engineering disciplines is advantageous.
- Experience with metadata management, document systems, digital tools, and enterprise interfaces.
