DCS OTS Training & Competency Program Developer

Position Overview
This position is seeking an experienced LNG production operations professional to enhance the effectiveness of console operator training while building a robust and sustainable Operator Training Simulator (OTS) and competency program. The role is focused on delivering immediate performance improvements in high-risk LNG console operations, as well as establishing structured, task-based competency standards and training systems for long-term workforce capability. The successful candidate will deliver both immediate outcomes and lay the foundation for operational reliability and capability development.
Key Responsibilities
- Conduct rapid assessment of existing OTS scenarios, console training materials, and operator competencies.
- Deliver targeted OTS scenarios addressing critical operating tasks, plant pain points, and recurring challenges.
- Develop and maintain high-fidelity OTS scenarios using Honeywell Experion PKS in alignment with plant configuration and procedures.
- Design structured training pathways for normal, abnormal, and emergency operations across various plant units.
- Develop task-based competency standards, supporting both qualification and refresher training, with comprehensive documentation for auditability.
- Deliver train-the-trainer sessions and coach Production OTS Champions, conducting validation and incorporating feedback for continuous improvement.
- Develop materials and OTS scenarios on advanced troubleshooting, process upsets, alarm management, and embed operational discipline into all training.
- Create training content suitable for English Language Learners and collaborate effectively across multi-functional teams.
- Ensure regular updates of training content to reflect procedure changes and Management of Change (MOC) requirements.
Qualifications & Experience
- Extensive LNG plant operations background, including experience as a qualified console operator.
- Proven track record in developing OTS-based training for LNG console operations.
- Hands-on expertise with Honeywell Experion PKS DCS systems.
- Experience in creating operator competency frameworks and technical documentation for training and assessment.
- Experience working with and developing Angolan national workforce capacity.
- Strong troubleshooting skills in areas including process upsets, alarm management, and process fundamentals.
- High proficiency in technical writing and communicating technical content to diverse stakeholders.
- Demonstrated ability to collaborate effectively with production, technical, and training teams.
- Commitment to strong operational discipline and safety leadership.
