Airswift is looking for an Engineering Governance Coordinator to support one of our clients in Houston, TX

Provide integrated engineering coordination for the deepwater decommissioning of Titan (an offshore floating Spar), ensuring alignment and readiness across drilling & wells (P&A), operations, subsea, and topsides decommissioning engineering. The Engineering Governance Coordinator is the focal point for interface management, engineering deliverables alignment, technical decision flow, and integration of execution requirements to enable safe, compliant, efficient decommissioning, and maintain governance compliance.

Key Responsibilities
Integrated engineering coordination: Coordinate multidisciplinary decommissioning engineering scopes and deliverables across drilling & wells, operations, subsea, and topsides to support the overall execution plan and critical path.
Engineering Interface management: Establish and maintain an interface register; drive resolution of technical and execution interfaces (e.g., SIMOPS constraints, access and isolation boundaries, lift/rigging constraints, SCR disconnects, and structural removal sequencing).
Engineering readiness for execution: Ensure engineering deliverables are on schedule and issued to support procurement, vessel/rig/HLV mobilization, offshore work packs, and field execution; verify discipline inputs are complete, consistent, and fit for purpose.
Drilling & Wells (P&A) coordination: Coordinate with wells teams to align P&A programs with platform power supply verification, de-energization, hydrocarbon-free status, temporary systems, conductor/casing handling, slot recovery considerations, and subsea/structural removal sequencing.
Operations integration: Coordinate with offshore operations for isolations, purging/cleaning, depressurization, energy isolation (electrical/hydraulic), permits, and safe handover from operations to EPC decommissioning execution.
Subsea decommissioning coordination: Coordinate engineering related to subsea infrastructure (flushing and pigging, pipelines, manifolds, jumpers, umbilicals, moorings), including disconnect & abandonment philosophies, recovery methods, and interface and suitability to vessels/ROV/diving spreads.
Topsides decommissioning coordination: Coordinate engineering for topsides de-inventory, lightering, EDC (engineering down and clean), dismantlement, heavy lifts, module/structure removal readiness, and separation cut plans including temporary works and load path considerations.
Technical queries and change control: Own the technical query process (RFIs/TQs) and coordinate closure; support Management of Change by tracking proposed changes, impacts, and approvals; ensure documentation and decision traceability.
Risk, safety, and compliance support: Ensure the right level of support for Support HAZID/HAZOP, SIMOPS reviews, lift reviews, and constructability/execution readiness reviews; ensure engineering support for applicable regulatory, environmental, and company requirements.
Contractor and vendor coordination: Coordinate engineering interfaces with EPCI/decommissioning contractors, marine spread contractors.
Schedule and progress reporting: Track engineering progress versus schedule; highlight key risks and schedule threats; drive recovery actions in collaboration with discipline leads and planning.
Lessons learned: Capture lessons learned throughout execution and ensure they are reflected in procedures, work packs, and subsequent phases.
Governance Compliance: Ensure all engineering is in alignment with client governance and delivery schedules.

Typical Deliverables / Outputs
Integrated engineering interface plan, deliverables tracker / master deliverables register and interface register.
Engineering execution readiness reviews and action tracking.
Technical query log and close-out evidence; decision records.
PMoC support documentation: impact assessments (scope/schedule/cost/HSE), approvals, and updated controlled documents.
Weekly/monthly engineering progress and risk reports for project leadership.

Qualifications & Experience
Experience supporting decommissioning activities such as rig-based P&A, subsea intervention, pipeline abandonment, and/or offshore heavy-lift or construction/decommissioning campaigns.
Working knowledge of offshore safety case / regulatory expectations, risk management, and contractor management in a decommissioning or major offshore execution context.
Competence in progress tracking, forecasting and establishing rules of credit for engineering.
Competence in document control practices and engineering deliverable management; familiarity with common project systems (e.g., SharePoint, EDMS) and scheduling/reporting tools (e.g., EcoSys/Primavera) is an advantage.

Key Skills & Competencies
Strong interface management and stakeholder coordination skills across drilling/wells, operations, subsea, and facility teams.
Structured problem-solving with the ability to drive closure on technical actions and remove execution blockers.
Clear written and verbal communication; able to translate complex technical issues into actionable decisions for project leadership.
High attention to detail in tracking deliverables, revisions, assumptions, and action items.
Strong HSSE mindset; able to challenge unsafe assumptions and ensure engineering supports safe execution.
Ability to operate in fast-paced, multi-contractor environments and manage competing priorities.

Key Interfaces
Key interfaces: Drilling & Wells (P&A) teams, Offshore Operations/Production, Subsea Engineering and Subsea Ops (ROV/diving), Topsides/Structural Engineering, Marine/Heavy Lift contractors, HSE, Project Controls/Planning, Procurement, Client Governance, and Regulatory/Environmental stakeholders.
