Airswift is looking for an Estimator to support one  of our clients. 

The Estimator – Pipeline will support the Gas Special Projects Division by preparing accurate, competitive, and thorough estimates for pipeline construction and replacement projects. Project scope includes distribution mains, service lines, transmission pipeline segments, and related underground infrastructure ranging from routine to highly complex. This role plays a critical part in driving division growth by producing winning bids and enabling smooth transitions from award to execution.

Major Job Tasks
  • Review proposals, specifications, drawings, and client bid packages; attend pre-bid meetings and site walks to thoroughly determine project scope and develop comprehensive estimates.
  • Prepare detailed quantity takeoffs and develop accurate time, cost, and labor estimates for pipeline construction projects including trench excavation, pipe installation, tie-ins, pressure testing, and service restoration.
  • Analyze and incorporate historical production data, subcontractor quotes, material pricing, and equipment costs into unit-rate and lump-sum estimates.
  • Review completed estimate packages with division management and operations personnel prior to bid submission to verify accuracy, competitiveness, and completeness.
  • Participate in bid strategy sessions and proposal presentations; support development of win strategies for key pipeline pursuits.
  • Manage the contract handoff process following award, including job cost set-up, establishment of revenue recognition units, and operational briefings to project management teams.
  • Track and estimate extra work items, change orders, and credits on awarded pipeline projects in coordination with project managers.
  • Maintain organized estimate files and back-up documentation for all bid submissions.
  • Cultivate and maintain relationships with material suppliers, equipment vendors, and subcontractors to ensure competitive pricing and timely quote receipt.
  • Monitor bid outcomes and contribute to win/loss analysis to continuously improve estimating accuracy and competitiveness.
  • Perform other duties as requested by leadership.

Knowledge, Skills, and Abilities
  • Collaborative, detail-oriented self-starter with strong industry knowledge and supplier relationships.
  • Ability to work extended hours during peak bid periods with little or no advance notice.
  • Extensive knowledge of gas utility and pipeline construction methods, materials, and applicable standards including 49 CFR Part 192 & 195.
  • Written communication skill to compose detailed estimate narratives, bid packages, and clarification letters.
  • Oral communication skill to present estimates and assumptions clearly to operations and leadership teams.
  • Interpersonal and negotiation skill to obtain competitive pricing from suppliers and subcontractors and to support business development objectives.
  • Ability to read, analyze, and interpret engineering drawings, specifications, and contract documents.
  • Ability to develop and maintain unit cost databases and productivity models using historical project data.
  • Proficiency with estimating software (HCSS HeavyBid, B2W, or similar) and strong MS Excel skills for cost modeling and bid analysis.
  • Ability to identify and quantify project risks within estimates and recommend appropriate contingency strategies.
  • Ability to manage multiple estimates and bid deadlines concurrently without sacrificing accuracy.
  • Ability to maintain confidentiality.
Education
  • Bachelor’s Degree and 3-5 years related experience or equivalent combination of education and experience.
Training
  • Valid driver’s license required. Proficiency with HCSS HeavyBid, B2W Estimate, or comparable estimating platform required or expected within 90 days of hire.
  • AACE or ASPE certification a plus.

Experience
  • 5+ years of estimating experience for gas utility or pipeline construction projects, including mains, services, and related underground infrastructure.
  • Demonstrated ability to produce accurate and competitive estimates independently, from scope review through bid submission.
Work Environment
  • Work is primarily performed in a professional office environment.
  • Occasional travel to project sites is required for pre-bid walks, scope reviews, and site assessments.
  • Flexibility to work various schedules and stay late when necessary with little or no notice, particularly during peak bid periods.
  • All worksite safety instructions and communications are written and spoken in English; must be fluent in English.
  • Pass pre-employment, random, post-accident, and reasonable suspicion drug screens. Provide valid US work authorization documents for E-Verify. Satisfactory results of pre-employment background check.
  • Valid driver’s license with clean driving record.
