Join our dynamic team as an HSE Leader, where you will play a pivotal role in promoting safety culture and ensuring compliance within a major brownfield project division in the oil and gas industry. This is an exciting opportunity to work full-time in Luanda, Angola, contributing to high-stakes projects that prioritize health, safety, and environmental excellence.

Role Overview

  • Assist the HSAQ Manager in promoting the Safety Culture Program and HSE Project objectives.
  • Ensure safe and ethical working practices are adhered to within managed activities.
  • Establish and manage activities with motivation and diligence to meet project targets.
  • Ensure compliance with TEPA referential and local rules/laws in all contractual requirements.
  • Participate in implementing, monitoring, and updating the HSE Management System of the Projects.
  • Monitor the implementation of the HSE training matrix for PBF.
  • Manage the site's HSE supervision team and liaise with Field Operation representatives.
  • Participate in HSE Surveillance of Contractors and conduct annual inspections and audits.
  • Contribute to Project Risk Analysis and Risk Mitigation measures for all Contractors.
  • Participate in Risks Assessments meetings for HSE.
  • Administer and maintain bridging documentation including medevac reflex sheets.
  • Create and maintain a database of main Contractors' HSE management procedures.
  • Consolidate site weekly reports to generate project HSE reports.

Skills & Qualifications

  • Knowledge in English, French and Portuguese.
  • Strong understanding of HSE regulations and practices.
  • Excellent communication and negotiation skills.
  • Ability to work effectively with diverse teams across different cultures.
  • Proficient in risk analysis and management techniques.
  • Strong organizational and coordination skills.

Education & Experience

  • Master's degree in Engineering and/or HSE (environment, safety, process, mechanics, hydraulic).
  • Minimum 10 years of experience in construction and/or operation, preferably with Safety Engineering experience.
