Job Description: HSE Specialist

Job Purpose

The HSE Specialist is responsible for supporting the planning, implementation, monitoring, and regulation of Health, Safety, and Environment (HSE) activities across all company managed zones. The role ensures compliance with applicable laws, regulations, and standards, supports effective HSE systems, manages inspections and audits, and contributes to incident and emergency response, thereby maintaining a safe and compliant operating environment.

Key Duties and Responsibilities

  1. HSE Framework & Policy Development

    • Contribute to the development, implementation, and continuous improvement of HSE policies, standards, procedures, and guidelines.
    • Ensure alignment with company strategic objectives and all applicable local and international HSE laws, regulations, and standards.
  2. HSE Management Systems

    • Implement the QHSE framework across company managed zones.
    • Review and assess investors’ and service providers’ HSE management systems, plans, and documentation.
    • Evaluate compliance against company HSE requirements and provide recommendations for approval or rejection to relevant stakeholders.
  3. Regulatory & Statutory Compliance

    • Liaise with relevant authorities, including the Ministry of Municipality and the Ministry of Environment and Climate Change, on QHSE compliance matters.
    • Support coordination with stakeholders to obtain, maintain, and renew required HSE licenses, permits, and approvals for company assets.
  4. HSE Performance Monitoring & Reporting

    • Monitor and regulate HSE inspection performance across all managed and controlled zones.
    • Track QHSE framework implementation and report performance status, findings, and trends to concerned stakeholders.
  5. Safe Systems of Work

    • Supervise site control and safety management through:

      • Permit to work systems
      • HSE risk assessments
      • Incident and accident investigations
      • Root cause analysis and corrective/preventive action plans
    • Maintain and update the QHSE legal register.
    • Monitor changes in HSE legislation and ensure timely compliance actions to protect company interests.
  6. Audits & Compliance Assurance

    • Conduct Investor Compliance Audits in accordance with lease agreement requirements.
    • Perform Environmental Audits aligned with Environmental Permits and CTO requirements.
    • Prepare audit reports and submit them to the Audit Team Leader.
    • Coordinate corrective actions with stakeholders and follow through until full closeout.
  7. Stakeholder Management & Advisory

    • Monitor and control HSE performance of investors, contractors, and external service providers in line with company HSE requirements.
    • Provide guidance and recommendations on HSE best practices to promote strong HSE leadership at corporate and zone levels.
  8. Additional Responsibilities

    • Conduct Integrated Management System (IMS) audits, subject to eligibility and relevant certifications.
    • Perform any other duties assigned by management that are necessary for the effective execution of the role.

Qualifications & Experience

Education

  • Bachelor’s Degree in one of the following:

    • Engineering (Mechanical, Chemical, Electrical, or Civil), or
    • Occupational Health & Safety, or
    • Environmental Science or a closely related field

Professional Experience

  • Minimum 7+ years of experience in:

    • QHSE or Integrated Management Systems
    • HSE audits and inspections
    • Risk management and reporting
    • Business process improvement
    • Field HSE operations and compliance monitoring

Certifications & Professional Memberships

Required

  • NEBOSH, BCSP, or equivalent professional HSE certification
  • Lead Auditor training for:

    • ISO 9001
    • ISO 14001
    • ISO 45001
  • Membership with recognized professional bodies:

    • IOSH (minimum CertIOSH)
    • MIIRSM

Preferred

  • Business Process Improvement training
  • Eligibility to independently conduct IMS audits

Technical

  • Strong knowledge of:

    • HSE best practices, regulations, and codes
    • QCS 2014
    • ISO 45001, ISO 9001, ISO 14001
    • HSE systems, tools, and methodologies
  • Accident and incident investigation expertise
  • Risk assessment and mitigation planning skills
