Pre-Commissioning & Commissioning Electrical Supervisor

Job Summary

We are seeking an experienced Pre-Commissioning and Commissioning Electrical Supervisor to supervise and execute electrical pre-commissioning and commissioning activities on a major industrial energy development project. The role is focused on field-level supervision, ensuring safe execution of electrical testing, energization, and system handover in accordance with approved procedures, schedules, and HSE requirements.

The successful candidate will work under the direction of the Electrical Superintendent and Engineers, overseeing technicians and contractors while coordinating closely with construction and commissioning teams.


Key Responsibilities

Pre-Commissioning Supervision

  • Supervise day-to-day electrical pre-commissioning activities in accordance with approved procedures and work packs.
  • Verify construction completion and readiness for pre-commissioning through site walkdowns and inspections.
  • Oversee execution of cable meagering, continuity checks, earthing inspections, and visual inspections.
  • Ensure electrical installations are compliant with drawings, specifications, and applicable standards prior to commissioning.
  • Identify, record, and report punch list items and construction deficiencies.

Commissioning & Testing

  • Supervise commissioning and functional testing of LV and HV electrical systems as per commissioning plans.
  • Support controlled energization activities under approved permit-to-work and isolation procedures.
  • Oversee testing of motors, transformers, switchgear, MCCs, UPS systems, and emergency power systems.
  • Ensure test results are correctly recorded and submitted in commissioning documentation.
  • Support troubleshooting of electrical issues during commissioning and initial start-up.

Safety & HSE Compliance

  • Enforce strict compliance with project HSE requirements, electrical safety rules, and energization controls.
  • Supervise safe implementation of (LOTO) and electrical isolation procedures.
  • Conduct toolbox talks and on?the?job safety briefings for electrical crews.
  • Immediately report unsafe conditions, incidents, or near misses to commissioning management.

Workforce & Contractor Supervision

  • Supervise electrical technicians, craftsmen, and subcontractor personnel during commissioning activities.
  • Ensure manpower, tools, and test equipment are available and fit for purpose.
  • Monitor work quality and productivity, ensuring tasks are completed safely and efficiently.
  • Coordinate daily work priorities with Engineers and Superintendents.

Coordination & Interfaces

  • Coordinate activities with construction teams to ensure timely handover of systems.
  • Interface with instrumentation, mechanical, and operations teams for integrated commissioning activities.
  • Support vendor representatives during specialist commissioning, SATs, and troubleshooting.
  • Communicate progress, constraints, and technical issues to senior commissioning personnel.

Documentation & Reporting

  • Ensure completion and accuracy of pre-commissioning and commissioning check sheets and test records.
  • Assist in compilation of completion dossiers and handover packages.
  • Support punch list tracking and clearance to meet commissioning and handover milestones.
  • Provide daily updates on work progress and issues to the commissioning team.

Qualifications & Experience

Education

  • Diploma or Technical Certificate in Electrical Engineering or equivalent.
  • Trade background with strong commissioning experience will also be considered.

Experience

  • Minimum 8–12 years of experience in electrical works on large industrial or energy projects.
  • Proven hands-on supervisory experience in pre-commissioning and commissioning activities.
  • Experience in LNG, oil & gas, petrochemical, or power generation projects is preferred.
  • Familiarity with international electrical standards (IEC, IEEE, NFPA).

Skills & Competencies

  • Strong practical and supervisory skills in electrical commissioning activities.
  • Solid understanding of electrical safety and energization procedures.
  • Ability to read and interpret electrical drawings and single line diagrams.
  • Good troubleshooting and problem-solving capabilities.
  • Effective communication skills in a multicultural site environment.
  • Basic computer skills for reporting and documentation.

Work Conditions

  • Site-based role in a heavy industrial construction environment.
  • May involve shift work, extended hours, and weekend coverage during critical commissioning phases.
  • Ability to work in challenging site and climatic conditions.
