Job Title: PCC Telecom Engineer

Location: Oman

Job Purpose:

The PCC Telecom Engineer is responsible for executing, coordinating, and supporting all pre-commissioning and commissioning activities related to the telecommunications systems of a large-scale oil & gas / LNG facility. The role ensures that telecom systems are installed, tested, commissioned, and handed over safely and in compliance with project specifications, international standards, and applicable codes.

Key Responsibilities:

Pre-Commissioning Phase

  • Review and understand telecom engineering documents, including specifications, drawings, data sheets, method statements, commissioning procedures, and vendor documentation.
  • Participate in system walkdowns, punch listing, and verification of installation completeness for telecom systems.
  • Verify correctness of installation for telecom equipment, cabling, fiber optic systems, racks, cabinets, and interfaces.
  • Support preparation and updating of pre-commissioning and commissioning test packs.
  • Ensure all telecom systems are mechanically complete and ready for commissioning activities.
  • Coordinate with construction, quality, and engineering teams to resolve technical queries and punch items.

Commissioning & Start-Up

  • Execute and supervise commissioning activities for telecom systems, including functional testing, integration testing, and system validation.
  • Perform system tests such as loop checks, signal verification, end-to-end testing, and redundancy checks.
  • Interface with vendors, subcontractors, and other discipline engineers during commissioning activities.
  • Support energization, SAT (Site Acceptance Tests), and system integration with ICSS, safety, and IT networks.
  • Identify, troubleshoot, and resolve telecom-related issues during commissioning and start-up.
  • Assist in preparing systems for Ready for Start-Up (RFSU) and operational handover.

  • Telecom network infrastructure (fiber optic & copper)
  • Telephone systems (PABX / IP Telephony)
  • Public Address & General Alarm (PAGA) systems
  • CCTV & security surveillance systems
  • Access control & intrusion detection systems
  • Radio communication systems (TETRA / UHF / VHF)
  • Data networks & telecom cabinets
  • Interfaces with control and safety systems

Safety, Quality & Documentation

  • Strictly comply with HSE policies, procedures, and site safety requirements at all times.
  • Participate in toolbox talks, job safety analyses (JSA), and risk assessments.
  • Ensure commissioning activities are performed in accordance with approved procedures and quality standards.
  • Support compilation of as-built documentation, test records, and commissioning dossiers.
  • Contribute to lessons learned and commissioning close-out reports.

Interface & Coordination

  • Work closely with commissioning management, discipline leads, construction teams, and vendors.
  • Coordinate with operations and maintenance representatives during system handover.
  • Support planning and sequencing of telecom commissioning activities in line with overall project milestones.

Qualification Requirements:

  • Bachelor’s Degree in Telecommunications Engineering, Electrical Engineering, or related discipline.
  • Minimum 5–8 years of experience in telecom engineering, with significant exposure to pre-commissioning and commissioning activities.
  • Proven experience on LNG, gas processing, or large-scale oil & gas projects.
  • Strong understanding of international standards (IEC, ITU, IEEE) relevant to telecom systems.
