Procurement Lead (Doha, Qatar)

Job Purpose

The Procurement Lead oversees all contractor procurement activities for a large onshore project, ensuring that procurement of materials and services meets contract requirements, is cost-effective, timely, and compliant with company policies and procedures.
 

Qualifications (Mandatory) 

  • Bachelor’s degree in Business, Accounting, Engineering, Project Management, Supply Chain, or related field

Knowledge and Experience

  • Minimum 8 years of experience in contract management and procurement within major oil & gas or energy projects
  • At least 1 year of supervisory or oversight experience (including acting roles or vendor management)
  • Strong understanding of procurement best practices
  • In-depth knowledge of supply markets and key vendors within the industry

Job Context & Major Challenges

  • Ensure long lead item (LLI) vendors and EPC contractor maintain a robust and achievable procurement schedule aligned with the overall project construction timeline
  • Oversee the full procurement lifecycle, from RFQ through to delivery at site
  • Support contractor in establishing fabrication priorities and coordinating supplier requests to prevent overloading of fabrication capacity

Key Job Accountabilities

  1. Align with Project Management Team (PMT) on procurement objectives, requirements, and priorities
  2. Manage procurement of long lead items, including preparation of ITT packages, coordination of tender processes, bid evaluation, and contract administration until handover to EPC contractor
  3. Develop and execute procurement plans (overall and package-specific), including spare parts and bulk material strategies, as well as closeout and reconciliation plans
  4. Provide regular updates to PMT on procurement performance, including schedule, cost, risks, and mitigation plans
  5. Oversee contractor procurement activities across execution phases, ensuring compliance with approved procedures and contractual requirements
  6. Review and enhance contractor purchasing and contracting documentation to ensure alignment with company standards and contractual terms
  7. Monitor contractor adherence to ethical procurement practices and document quality standards
  8. Ensure effective use of contractor materials management systems and coordinate timely acquisition of materials and required spare parts.
