Project Engineer III

Duration: 12 months (possibility of extension).
Location: Beaumont, TX (30%)  and Sabine Pass, TX (70%).
 

Project Engineer III is an opportunity to support instrumentation and controls work within an operating facility environment, contributing to the delivery of technical projects from scope development through execution and closeout.

Role Context

This position is based across Beaumont, TX and Sabine Pass, TX, supporting project engineering activity in an operating environment with a focus on instrumentation and controls.

About the Role

The Project Engineer III will contribute to project delivery by supporting planning, coordination, documentation, procurement, and execution activities across multiple instrumentation and controls projects. The role is suited to a candidate with project engineering experience and strong technical knowledge across relevant systems and disciplines.

Key Responsibilities

  • Support project management activities including routine project updating and forecasting, cost controlling, schedule adherence, change management, documentation, and closeout.
  • Work with project or opportunity owners to define and develop project scope, goals, and deliverables through the staged gate project management system.
  • Develop project cost and schedule estimates based on vendor information and market conditions, and prepare funding requests.
  • Assemble specifications, procedures, scope of work, and other required documentation into bid packages.
  • Work with procurement to coordinate bid evaluation, review, and award.
  • Communicate with outside equipment and material vendors to specify requirements, obtain quotes, and follow up on purchases of equipment and services.
  • Steward, plan, and oversee contractors, costs, progress against schedule, and scope of work.
  • Assist and coordinate drawing and document reviews, RFIs, change proposal requests, and change orders, and incorporate changes into project documents.
  • Coordinate interfaces between contractors and Golden Pass functions including Engineering Organization, Operations, Maintenance, and Turnaround Planning Team.
  • Interface with Maintenance planners to schedule site activities for maintenance projects.
  • Work with Operations and Maintenance personnel to coordinate timely work permit issuance and participation in commissioning and startup activities.
  • Develop Project Binder and documentation with relevant check sheets to support mechanical completion, commissioning, and startup activities.
  • Ensure modifications are accurately documented, incorporated into the master set, and released back to Operations in a timely manner.

Required Experience & Qualifications

  • Degree in engineering / technology and 12+ years of industry experience.
  • Project engineering experience at operating facility on small capital and expense projects with demonstrated ability to handle multiple projects simultaneously.
  • Experience managing project budgets and schedules within acceptable tolerances.
  • Knowledge of equipment specification and procurement processes.
  • General knowledge of multiple areas below with expertise in at least one: Field Instrumentation and Controls; Actuated Valve Design and Operations; Distributed Control Systems, Safety Systems, and PLCs for packaged equipment; Smart Plant Instrumentation Tool; Wireless Technology and Devices; HMI Graphics Development and Deployment; Analyser systems; Communications/Telecommunications systems; Instrumentation cabling, wiring, junction box, power supply and distribution, UPS, and associated TCP/IP; SCADA Modbus networking (switches, routers, Ethernet, fiber optics, etc.) and transmission systems.
  • Experience performing and coordinating loop checks, function checks (Simple and complex), site acceptance tests, and troubleshooting discovered issues.
  • Commissioning and startup planning and execution experience.
  • Working knowledge of petrochemical industry practices for safety work management systems.
  • Strong attention to details and ability to plan work well ahead of execution.
  • Ability to communicate clearly and effectively (verbal and written).
  • Excellent teamworking and collaboration skills.
  • Proven ability to organize, plan and deliver results per business timeline.
  • Microsoft suite of software, Bluebeam.
