PROJECT SAFETY OFFICER
**Possibility of transitioning to an offshore 29:27 rotation.
Qualifications
- Higher National Diploma (HND) or University Degree (preferably in an Engineering discipline), OR an accredited HSE Professional Certificate.
- Associate membership with a recognized safety institution is desirable.
Experience
- Minimum 10 years of experience in Occupational Health and Safety, preferably within the Oil & Gas / Petrochemical sector and specifically in construction projects (greenfield & brownfield).
- Thorough knowledge of safe work practices, international standards (e.g., ISO 45001:2018) and HSE procedures.
- Familiarity with Environmental Management Systems and associated international standards.
- Trained in incident investigation software such as TapRoot, SafetyCulture, EasyRCA, Tripod Beta, etc.
- Proficient in MS Word, Excel, Access, PowerPoint and relevant industry software.
- Gulf region experience (GCC) is an advantage.
Primary Duties & Responsibilities
- Provide technical HSE support during project definition, detailed design, and execution phases to ensure contractor compliance with HSE policies, procedures, standards and regulations.
- Promote and sustain a strong safety culture across all project teams.
- Identify hazards and implement risk-reduction measures across construction, pre?commissioning and commissioning stages.
- Review and verify method statements, JSAs, safety certifications and related HSE documents submitted by contractors/consultants; report any gaps or non-compliances.
- Monitor site HSE programs, safe work practices and compliance with approved JSA, Method Statements and Permit-to-Work systems.
- Oversee field activities of contractors, subcontractors and vendors to ensure understanding and adherence to project HSE requirements.
- Manage and implement HSE requirements throughout project duration, collaborating with internal stakeholders for regulatory compliance.
- Support senior HSE personnel with project HSE performance monitoring, objectives, initiatives, and corporate HSE requirements.
- Implement the company’s Environmental Management System, identify non-conformances and recommend corrective and preventive actions.
- Monitor compliance with legal and regulatory HSE requirements, national legislation and international conventions.
- Support the development and maintenance of the Project HSE Risk Register, ensuring proper documentation, monitoring and closure.
- Review contractors’ HSE plans, procedures and personnel competency assessments prior to mobilization.
- Conduct incident investigations, prepare reports, and ensure implementation of corrective and preventive measures.
- Deliver site safety meetings and HSE awareness sessions for project staff and contractors.
- Conduct HSE audits and follow up on corrective actions to ensure proper implementation.
- Compile HSE reports, data analysis and trend reports for performance assessment.
- Contribute to updates of HSE codes, standards, specifications and philosophies.
