Position: Commissioning PTW Coordinator (Hook-Up & Commissioning)

About the Role
We are seeking a highly experienced Commissioning Permit to Work (PTW) Coordinator to support Hook-Up and Commissioning (HUC) activities for a major project. The successful candidate will be responsible for coordinating all permit-to-work activities, ensuring safe, compliant, and efficient execution across both onshore and offshore phases, including brownfield tie-ins.
Key Responsibilities
PTW Coordination & Compliance
- Act as the company focal point for all Permit to Work (PTW) activities during commissioning and hook-up phases.
- Verify permits, isolations, and risk assessments prior to submission to PTW office.
- Ensure compliance with PTW procedures, submission requirements, and HSE standards.
- Perform quality checks on permits, supporting documentation, and certificates before issuance.
- Monitor timely submission, approval, and closure of permits in line with project schedules.
Safety & Risk Management
- Promote a strong safety culture and ensure adherence to company HSE policies and standards.
- Audit PTW processes, isolations, confined space entries (CSE), and gas testing compliance.
- Identify potential SIMOPS conflicts and coordinate mitigation across disciplines.
- Support TRA, HAZID, and isolation design activities to ensure safe execution.
Planning & Execution
- Support PTW planning aligned with commissioning schedules and project milestones.
- Drive workflow sequencing from onshore to offshore execution and brownfield tie-in phases.
- Coordinate system handover, isolation transfers, and preparation for operations.
- Participate in daily PTW coordination and SIMOPS meetings.
Stakeholder & Reporting Management
- Liaise closely with EPC contractors, subcontractors, and internal project teams.
- Provide daily and weekly reports on PTW activities and performance.
- Monitor contractor compliance and capture lessons learned from PTW failures or issues.
Qualifications & Experience
- High School Diploma or equivalent.
- Minimum 8 years’ experience in PTW coordination roles.
- At least 5 years’ field experience within oil & gas, petrochemical, construction yards, or shipyards.
Strong knowledge of:
- Permit to Work systems and procedures
- Isolation design and risk assessment processes
- Confined space entry (CSE) and gas testing protocols
- Commissioning and completions documentation
Experience with:
- Large-scale EPC projects (greenfield & brownfield)
- Hook-up, offshore commissioning, and system handover
Familiarity with:
- Hydrotesting, pipe cleaning, flange management
- Electrical systems (LV/MV/HV), ICSS, and power generation systems (advantageous)
Preferred Experience
- International project exposure, particularly with Tier-1 EPC contractors.
- Experience in Asian fabrication yards (especially China) is advantageous.
