Quality Lead (Pre EPC) – Job Specification
Job Purpose
The Quality Lead (Pre EPC) is responsible for all quality related aspects during the Pre EPC phase, including ITT development, EPC evaluations, vendor verification, and alignment with Quality Management System (QMS) and Flawless Execution requirements.
This role ensures lessons learned, relevant international standards, and quality requirements are incorporated during the FEED phase. It also supports the issuance of Instructions to Tender (ITT), participates in bid evaluation processes, and oversees quality assurance/quality control for Pre EPC purchase orders related to Long Lead Items (LLIs) and High Value Items (HVIs) up to novation to the EPC contractor.
Qualifications
Education & Experience
- Bachelor’s degree in Sciences or Engineering.
- Minimum 8 years’ experience in Quality within the Oil & Gas industry.
- Minimum 1 year in a supervisory, acting, or oversight capacity (including vendor or service personnel management).
- Experience in operations or major projects within large Oil & Gas organizations, contractors, or service companies.
- Strong knowledge of Quality Systems, QA/QC tools, relevant specifications, and international industry standards.
Technical Expertise
- Proven experience developing and implementing Quality Management Systems according to ISO 9001, ISO/TS 29001, API Q1, and API Q2.
- Detailed knowledge and qualification in ISO and/or API Q1 audit programs.
- Experience with tendering, bid analysis, and contract award processes.
- Strong risk management skills, with the ability to identify and assess quality related risks.
Key Accountabilities
- Ensure all relevant specifications and lessons learned are integrated into ITT Technical Evaluation Criteria and that QA/QC requirements are accurately captured.
- Provide quality input for ITT Kick Off Meetings, bid evaluations, clarifications, tender bulletins, and SWOT analyses of tender submissions.
- Offer leadership and guidance on quality management matters, including how contracting strategies affect downstream quality implementation.
- Facilitate Material & Equipment Criticality Rating Evaluations and develop Quality Intervention Plans during FEED and detailed design.
- Establish and manage Quality Assurance requirements for Long Lead Items (LLIs) prior to contract award, up to novation to the EPC contractor.
- Ensure comprehensive Quality Management requirements are included in contracts and purchase orders for LLIs, and prepare related close out reports.
- Oversee the implementation of quality processes for LLIs across all applicable quality phases (e.g., CPQ1–CPQ4) up to EPC novation.
- Prepare and manage Work Orders for Third Party Inspection Services (TPIS), including oversight of intervention points for LLI equipment.
- Maintain audit universes and non conformance dashboards until handover to the EPC Quality Lead.
- Participate in project quality steering groups and lessons?learned sessions to support knowledge capture and continuous improvement.
