SENIOR COMMISSIONING ENGINEER – QATAR
Reports To: Lead Commissioning Engineer & Assistant Manager, Startup/SIMOPS
Directorate/Department: Manager, Operations Readiness Support (VOR)
Primary Purpose of the Job
Responsible for leading VOR Disciplines Engineers and Technicians in coordination with the Project Team and Contractors to ensure consistent and standardized execution of project design, pre-commissioning, commissioning, and start-up activities for Operational Area (VO) Projects in accordance with approved Procedures, Guidelines, Engineering Design, Safety & Environmental Standards/Specifications, and Scope of Work.
The role ensures that:
- Asset Owners are fully ready to assume ownership at handover and are capable of operating and maintaining the asset safely, reliably, and sustainably.
- VO Projects are delivered efficiently, at optimized cost, and with high productivity, while maintaining top standards in quality and HSE.
Principal Accountabilities
- Act as Commissioning Team Leader across all roles.
- Develop Operations Readiness Plan (ORP) for both FEED and EPIC phases and secure approval; approve deliverables under guidelines.
- Develop Commissioning Strategy and other readiness plans in coordination with the Asset Holder and Project Team.
- Support execution of engineering design, construction, and pre-commissioning activities aligned with standards and industry best practices.
- Conduct Project Documentation Review, Design Deliverables Review, and Project Execution Plan review.
- Review, approve, and monitor commissioning activities including WBS, priorities, resources, schedules, etc.
- Review and facilitate approval of commissioning plans, procedures, and discipline checklists.
- Lead Discipline Engineers and Technicians in coordination with Project Team and Contractors across all project phases (pre-commissioning to handover).
- Supervise commissioning execution to ensure all technical and contractual information is properly recorded and compliant with regulations and procedures.
- Coordinate with stakeholders to resolve technical/site queries and approval matters.
- Participate actively in live plant commissioning, ensuring minimal impact on schedule and cost (including SIMOPS, PTW coordination, temporary facilities, etc.).
- Contribute to Qatari development programs.
Decision Making Authority
- Operate under the supervision of the Lead Commissioning Engineer and Assistant Manager (Startup/SIMOPS) to make project-related decisions aligned with contract requirements and procedures.
- Accountable for managing commissioning activities efficiently in accordance with corporate guidelines.
Context / Special Features / Challenges
- Requires long working hours, including frequent site visits and outdoor fieldwork.
- Exposure to both onshore and offshore environments across engineering, construction, installation, hook-up, commissioning, start-up, and handover phases.
- Requires strong interpersonal and communication skills to work in multi-disciplinary and multicultural environments with Project Teams, stakeholders, and contractors.
Qualifications / Knowledge / Skills / Experience
- Bachelor’s degree in Engineering (preferably Chemical, Process, or Mechanical); Chartered Engineer status is an advantage.
- Minimum 15 years of experience in design, construction, commissioning, and start-up of oil & gas facilities (onshore/offshore), preferably with EPC contractors, including at least 8 years in commissioning leadership roles.
- Proven experience in operations, maintenance, and project phases including pre-commissioning, commissioning, start-up, and handover.
- Strong interpersonal, communication, and leadership skills.
- Solid technical expertise with multi-discipline exposure, troubleshooting, and problem-solving capability.
- Good IT and analytical skills; ability to perform under pressure.
