Job Title: Telecom Supervisor
Location: Oman
Job Purpose:
The Telecom Supervisor will be responsible for supervising, coordinating, and supporting telecommunication systems activities during pre-commissioning and commissioning phases of a major onshore energy infrastructure project. The role ensures that all telecom systems are installed, tested, safe, compliant, and fully operational in line with project specifications, international standards, and schedule requirements.
Key Responsibilities:
Supervision & Site Execution
- Supervise and coordinate all telecommunication pre-commissioning and commissioning activities on site.
- Provide day-to-day supervision of subcontractors, technicians, and vendors performing telecom works.
- Ensure installation and commissioning activities are executed according to approved drawings, procedures, and specifications.
- Interface closely with Construction, Commissioning, ICSS, Electrical, and Operations teams.
Telecom Systems Scope
Supervise commissioning activities for, but not limited to:
- PAGA (Public Address & General Alarm) systems
- CCTV and security surveillance systems
- Access control systems
- Telephone systems (VoIP / PABX)
- Radio communication systems (UHF/VHF/TETRA)
- Fiber optic and structured cabling systems
- Data networks and LAN/WAN infrastructure
- Telecom equipment rooms, racks, cabinets, and patch panels
Pre?Commissioning & Commissioning Activities
- Review and implement pre-commissioning and commissioning procedures, method statements, and test packs.
- Perform and witness inspections, loop checks, function tests, and system integration testing.
- Coordinate system energization, signaling checks, and performance verification.
- Participate in SAT (Site Acceptance Tests) and vendor commissioning support activities.
- Support system handover from Construction to Commissioning and from Commissioning to Operations.
Quality, Safety & Compliance
- Ensure full compliance with HSE requirements, company policies, and local regulations.
- Enforce permit-to-work, toolbox talks, and safe work practices at all times.
- Ensure telecom systems comply with international standards (e.g., IEC, IEEE, ITU, NFPA as applicable).
- Identify and report non-conformances, punch items, and corrective actions.
Documentation & Reporting
- Review and update commissioning dossiers, test records, and as-built documentation.
- Track punch lists and ensure timely close-out of telecom-related items.
- Prepare daily and weekly progress reports.
- Support final system acceptance and project close-out activities.
Coordination & Communication
- Act as the technical focal point for telecom commissioning on site.
- Liaise with engineering teams to resolve design and technical issues.
- Coordinate with vendors, suppliers, and third-party inspectors.
- Support operations and maintenance teams during training and handover.
Qualifications & Experience:
- Diploma or Degree in Telecommunications Engineering, Electronics Engineering, or related field.
- Minimum 8–12 years of experience in telecom systems for oil & gas, LNG, refinery, or large industrial projects.
- Proven experience in pre-commissioning and commissioning phases.
- Prior exposure to brownfield and/or greenfield energy projects is preferred.
- Experience working within EPC project environments.
