1. ABOUT LABA
Laba Holdings Limited is the umbrella landowner company of Porebada, Boera, Papa and Rea Rea in Central Province,
Papua New Guinea. Laba delivers services into the PNG LNG and Papua LNG projects and operates a group of businesses
across construction, logistics, training, technology and community services.

2. PURPOSE OF THE POSITION
Laba's commercial function fronts every client work order, every re-tender, every Papua LNG bid and the pricing behind
every joint venture. This position is Laba's permanent Commercial Manager and owns that function for the group.
The Commercial Manager owns pricing, contracts, variations, claims and cost recovery across the group, and holds Laba's
commercial position with its clients and head contractors within the limits set by the Chief Executive Officer.

3. THE COMMERCIAL PORTFOLIO
• Base services contract for ExxonMobil PNG at the PNG LNG plant site: rate reviews, amendments, cost recovery and re-tender.
• Work orders with ExxonMobil PNG for the Laba Training Academy, Laba Logistics and corporate services.
• Papua LNG bids and contracts, including a camp construction and services package and training services.
• Commercial terms and pricing for Laba's joint ventures, with the Joint Venture Manager.

4. LABA STANDARD RESPONSIBILITIES
• Uphold and live by the Laba Holdings vision, mission and values: more than just a landowner company.
• Comply with Laba's contractual obligations to its clients, and with Laba policies, procedures and delegations of authority.
• Work to the QHSE policy. Stop work authority applies to every person.
• Give first preference to the people of Porebada, Boera, Papa and Rea Rea in every hiring, training and procurement decision, as the Project Labour Agreement requires.

5. KEY RESPONSIBILITIES
•Own the price build for every bid, re-tender and work order: labour rates reconciled to the Project Labour Agreement, statutory on-costs, overheads, management fee and margin, with the assumptions written down.
•Lead commercial negotiation with client procurement and head contractor contracts teams, within positions approved by the Chief Executive Officer.
•Manage variations, change notices, claims and cost recovery, and keep the variation, change, claim and risk registers current.
•Administer contracts: amendments, extensions, compliance with client contracting requirements, supplier registration and pre-qualification.
•Run the bid calendar and bid office with the Senior Commercial Advisor, with document control on every submission.
•Deliver the monthly commercial report to the General Manager and the Chief Executive Officer: revenue, margin, work in progress, forecast and variations outstanding.
•With the Financial Controller, hold invoicing to contract terms and chase debtors.
•Review the commercial terms of every joint venture with the Joint Venture Manager before they go to the Chief Executive Officer.
•Take handover of the commercial registers, templates, pricing models and open negotiations, and keep them current.
•Build commercial capability in the Laba team and develop a successor.

6.KEY PERFORMANCE INDICATORS, FIRST TWELVE MONTHS
•Commercial registers and pricing models current within 30 days of start.
•Every bid, re-tender and work order priced and submitted on time.
•Variations and claims submitted within contract time limits.
•Monthly commercial report by day ten, twelve of twelve.
•Debtor days within contract payment terms.

7.MINIMUM REQUIREMENTS
Essential
•Ten years or more in commercial or contracts management in resources, oil and gas or construction services, with at least five as commercial manager or equivalent.
•Has priced and negotiated services contracts with a Tier 1 operator or an EPC head contractor.
•Command of rate build-ups, schedule-of-rates and measured contracts, variations and claims.
•Strong financial modelling in Excel.
•Degree in commerce, accounting, quantity surveying, engineering or law.
•Working knowledge of the PNG Employment Act 1978 and labour agreements on resource projects.
Desirable
•Contracting experience with ExxonMobil PNG, PNG LNG or Papua LNG contractors.

•Experience in a landowner company or national content business.
•CPA, CA or RICS membership.
