COMMISSIONING LEAD (OFFSHORE ICSS)
JOB PURPOSE
- The ICSS & ESD Commissioning Oversee all Pre-Commissioning and Commissioning activities for ICSS - ESD discipline executed offshore by the EPC Contractor.
- Ensure systems and sub-systems meet project specification requirements as per approved procedures.
JOB CONTEXT & MAJOR CHALLENGES
- Oversee Contractors MCC, CSA, and RFSU activities progress.
- Ensure effectiveness of System Completion database, and procedures.
- Monitor with CONTRACTOR the Commissioning schedule to ensure planning and sequence are in line with projects milestones.
- Organise weekly meetings with CTR counterpart.
- Report Precommissioning and Commissioning progress to N+1.
- Participate to CTPs Kick of meetings and witness their execution.
- Participate to all Walkdown Certificates (MC & RFSU).
- Participate to Punchs follow-up and clearance meeting.
- Participate to CPY / CTR & Vendors offshore meetings.
- Review and validate CTR ITRs & Check sheets.
- Participate to PTW & SIMOPS meetings.
- Support OESS during Start-up.
KEY JOB ACCOUNTABILITIES
- Witness contractors’ scope of work and validate test and check sheets in accordance with project requirements.
- Follow-up construction activities and progress during Pre-shutdown and shutdown of the Brownfield WHPs & RTs.
- Oversee Brownfield offshore Pre-Commissioning & Commissioning execution activities and ensure their safety and compliant.
- Follow-up punch list creation, categorisation and clearance via weekly meeting with Contractor.
- Verify the completeness of EPC CONTRACTOR’s completion dossiers for mechanical completion, pre-commissioning, and commissioning through to handover to permanent asset.
- Monitor and verify EPC Contractor’s preservation activities and ensure it meet project requirements.
- Coordinate, capture, and share SC Lessons Learned (LL) for inclusion in the project lessons learned register.
- Monitor progress and status of subsystems using the completion management system and ensure timely handovers.
- Oversee and control all mechanical completion (MC), pre-commissioning (CSA), and commissioning documentation (RFSU).
QUALIFICATION REQUIREMENTS
Education
- Bachelors Degree in Applied Sciences or Engineering.
KNOWLEDGE & EXPERIENCE
- 8 years experience with large-project commissioning in the Oil & Gas Industry, including 1 year of experience in a supervisory role, including acting roles, or oversight of service/vendor personnel.
- Strong knowledge and understanding of Completion certificate types.
- Strong decision making and prioritization skills under pressure technical, analytical, and interface skills.
- Strong knowledge and understanding of punch list categorization.
- Experience using Completion Management Systems (CMS) data base such as PIMS, WinPCS, ICAPS, Hexagon or similar.
- Familiarity with construction, QA/QC, and Operations interfaces.
- Excellent organizational, reporting, and communication skills.
- Strong understanding of HSE standards and safe system handover practices.
TECHNICAL & BUSINESS SKILLS
- A strong commitment to safety protocols and procedures of offshore site environment.
- Effective coordination with all parties involved and reporting skills.
- Strong organizational and technical judgment skills.
- Ability to adapt to tight deadlines, heavy workloads, and frequent changes in priorities.
- Excellent communication skills to read, write, and speak fluent English.
- Have pre-commissioning, commissioning and start-up experience as a commissioning performer on major Oil & Gas projects.
- Proficient in Microsoft Office suite of software programs, computer literacy.
- Good communication and influencing skills.
