We are working with a Major Oil & Gas operator to source for Commissioning Lead (SIMOPS) specialising in Onshore LNG Project. This is a long-term contract role working on a residential basis 6-days per week / 10 hours per day. Please see details below:

Job Purpose:
Lead the planning, coordination, and execution of Simultaneous Operations (SIMOPS), ensuring safe and efficient delivery in alignment with project schedules and company SHES requirements. Act as the PMT focal point for SIMOPS and Permit to Work (PTW) systems, driving the development, implementation, and continuous improvement of associated procedures, including PTW and Lockout/Tagout (LOTO).
Provide leadership and oversight to support the EPC Contractor and subcontractors in the timely execution of SIMOPS and related site work activities, ensuring robust field implementation and auditing of processes.
Establish and maintain effective coordination and communication across all
stakeholders, including Construction, Pre-Commissioning, Commissioning,
SHES, and Operations teams within PMT, Contractor, and subcontractor
organizations, as well as across interface scopes.
Oversee and coordinate SIMOPS activities during Pre-Commissioning and
Commissioning phases across all disciplines, ensuring full compliance with
company standards and regulatory requirements. Support and guide contractors in conducting SHES risk assessments (including HAZIDs and other risk evaluations) to ensure risks associated with SIMOPS are systematically identified and managed.
Provide clear direction to contractors, facilitate issue resolution, and drive alignment to achieve project objectives, system completion milestones, and safe execution of all SIMOPS-related activities.
Key Job Accountabilities:
This position is responsible to ensure all planning and execution activities associated with SIMOPS/PTW by the EPC Contractor, including third parties such as vendors, consultants, sub-contractors etc are executed to Project’s specifications and Company requirements.
Major challenges for this role include (1) effectively managing EPC Contract and Pre-Commissioning/Commissioning team to produce timely deliverables such as approvals for Permit to Work up to RFSU and start-up. (2) maintaining constructive working relationship with EPC Contractor to ensure delivery and execution of Pre-Commissioning/Commissioning work scope in
accordance with project and company requirements and (3) maintaining relationships with Stakeholders (e.g. Operations, Quality, Engineering, Construction) to ensure alignment of Systems Completions execution.
Delivering a complex Brownfield scope of work connected to very large existing and new Facilities to achieve project expectations, in particular SIMOPS/PTW coordination during commissioning activities, including execution of the different Tie-Ins (piping, electrical, I&C) with live facilities.
Supporting the CONTRACTORS’ and SUBCONTRACTORS’ SIMOPS, LOTO and PTW execution activities and participates with Contractor/Sub-Contractor on periodic system audits to ensure health of the system and works with them to close any gaps
Leading the development, implementation, and maintenance of SIMOPS, LOTO and PTW related documentation, and reviews relevant CONTRACTOR and SUBCONTRACTOR technical documentation, as required. Ensures these procedures are completed on time to support execution.
Leading the project SIMOPS management, including relevant site work management processes such as LOTO, JSAs and PTWs. Shall be flexible and team orientated. Supports Construction, SHEs and Commissioning Managers as the leader and owner SIMOPS execution process for EPC 1. Works closely with other disciplines including SHEs, Commissioning and Start-Up groups
Maintaining of all SIMOPS related registers (Red Blinds, LOTO, BPO etc.)
Minimum Requirements:
Qualifications:
Bachelor’s Degree in Applied Sciences or Engineering.
Knowledge and/or Experience:
Twelve (12) years’ experience with large-project commissioning in the Oil & Gas Industry, including one (1) year of experience in a supervisory role, including acting roles, or oversight of service/vendor personnel.
Eight (8) years’ experience as SIMOPS/PTW Coordinator, Commissioning or Operations Lead with a broad knowledge of
planning and Pre-commissioning/Commissioning execution experience.
Experience with Oil & Gas companies, Contractors, or Service Companies.
Expertise in SHES Hazard identification/Risk Assessment and SIMOPS/PTW management.
Experience leading multi-discipline and multi-cultural teams in commissioning field execution.
Experience in Pre-commissioning, Commissioning and Startup of Brownfield onshore projects is desirable.
