Construction Area Manager (Process)
Location: Ras Laffan Industrial City (RLIC), Qatar
Job Purpose
- Manage all construction activities pertaining to the assigned scope of EPC works (Process) for the Project, from participation in detailed engineering through construction execution at Ras Laffan Industrial City (RLIC) and handover to the Completion Team in accordance with the approved Completion Sequence.
- Ensure effective control of construction execution, project schedules, and key project milestones while delivering a safe, efficient, and seamless transition from construction to precommissioning and commissioning activities.
Job Context & Major Challenges
The role operates within a highly complex and visible megaproject environment and is responsible for ensuring flawless construction execution and handover performance.
Key challenges include:
- Supervising construction execution of EPC packages on site at Ras Laffan.
- Ensuring seamless integration between construction, precommissioning, and commissioning activities.
- Working within a high value capital project environment involving EPC contractors, subcontractors, and vendors.
- Managing interfaces within an EPC Joint Venture organization while ensuring project objectives remain aligned company requirements.
Maintaining close coordination with:
- EPC Project Manager
- Area/Division Construction Managers
- EPC Construction Supervision Teams
- General and Specialist Subcontractors

Key Accountabilities
Construction Execution Management
- Review and approve Construction Execution Plans, procedures, specifications, deliverables, and progress reporting prepared by EPC contractors.
Technical Leadership
- Undertake complex assignments and provide guidance to project teams and stakeholders by delivering practical solutions and support without creating unnecessary oversight, micromanagement, or additional workload.
Problem Identification & Resolution
- Identify issues quickly, determine root causes, and develop effective mitigation and resolution plans.
Structured Problem Solving
Apply systematic problem solving methodologies that ensure:

Construction & Commissioning Integration
- Provide technical and execution solutions that promote safe, efficient, and flawless construction execution while ensuring smooth transition into commissioning activities.

Project Participation
- Actively participate in all key project meetings and workshops, including:

Large Scale Workforce Management
- Provide leadership and oversight for EPC construction activities involving approximately 5,000–10,000 workers within a large, integrated, and complex project environment.
- Drive a culture that encourages every individual to perform at their highest level while achieving world class Safety, Health, Environmental and Security performance.
Lessons Learned & Continuous Improvement
- Promote knowledge sharing across the project by:
- Capturing lessons learned
- Communicating project learnings

(MUST HAVE) Minimum Qualifications
Education
- Bachelor’s Degree in Science or Engineering.
Experience Requirements
Essential Experience
- Minimum 12 years of experience on large scale projects in construction related disciplines within the Oil & Gas Industry.
Experience may include:
- Construction
- Installation
- Fabrication
- Execution
- Completion
- Hookup activities
Minimum 3 years of management level experience in:
- Construction disciplines
- Engineering
- Project Management
- Experience holding overall responsibility for EPC execution.
Industry Experience
Proven experience with:
- Oil & Gas operating companies
- EPC Contractors
- Service companies
- Heavy construction organizations
Technical & Project Experience
Broad knowledge of design standards, specifications, codes, and safety requirements associated with:
- Fabrication
- Transportation
- Installation
- Brownfield execution
- Hookup activities
Extensive understanding of execution methods and risks associated with:
- LNG facilities
- Sour gas facilities
Experience working within large scale operating organizations across:
- Operations
- Projects
- Demonstrated track record of successful project delivery.
Experience managing:
- EPC Contractors
- Subcontractors
- Vendors
- Proven record of outstanding construction safety performance.
Experience with:
- Advanced Work Packaging (AWP)
- Systems Completion Management
- Associated Completion Databases
- Ability to introduce innovative construction methodologies and leverage lessons learned from other large and complex projects, particularly LNG developments.
- Experience working with major international EPC Contractors, specialist subcontractors, and vendors within the Oil & Gas industry.
- Demonstrated ability to influence technical decisions to achieve flawless construction execution and successful transition to commissioning.
LNG Experience
- Experience on LNG projects is required.
- Experience working in multicultural project environments is required.
