Job Purpose

  • Responsible for managing the fabrication and commissioning activities at the yard for the project including 3 jackets and 6 topsides up to sailaway to ensure objectives are safely met within the approved scope and schedule.
  • Manage construction and commissioning site activities, to ensure all project objectives are safely met within the approved scope and schedule.
  • Manage the EPC Contractor at site to execute the Project in compliance with Contract Requirements and Company Specification
  • Effectively manage construction and commissioning phase through strong interfaces with both company and contractor teams.

Reporting and Relationships

  • Reports to Project Manager
  • Direct reports: 8 (Site)

Internal

  • Frequent contact with Business Division Manager, HSE Head, Engineering Division Manager, QA/QC Head, Planning Head and System Completion Division Manager from Doha office.
  • Periodic contact with OESS commissioning team

External

  • Frequent contact with EPC contractor at site.
  • Periodic contact with EPC Contractor’s management and local vendors and subcontractors.

Job Context & Major Challenge(s)

  • This major project consists of the delivery of new facilities (5 new riser platforms, 1 wellhead platform, 110km of CRA pipelines, stalk on risers, cables and FO lines) and the tie-ins/modifications to a large number of existing platforms.
  • Working in a highly technical and challenging project management environment, provide daily assistance, Project management and technical support to the Project manager, demonstrating an understanding of the requirements of project contract, challenges and priorities. Strong technical background.
  • High focus shall be made to HSE, quality, risk management, readiness reviews and delivery schedule.
  • Interfaces with various project teams and departments on resolving related issues that require effective communication, initiative, flexibility and ability to induce collaboration

Key Job Accountabilities 

  1. Focal point at site, for promoting and implementing safety on construction site. Implement the safety observations reporting and monitoring.
  2. Lead the local fabrication team including all department from HSE, Quality, Engineering, Planning, Construction, System Completion, Commissioning and keep the team committed to meet the project objectives. Promote and maintain good team spirit and contribute to the motivation of the workforce throughout the construction scope at the yard.
  3. Close local supervision of EPC contractor and subcontractor activities to ensure the delivery of the jackets and topsides within the approved scope, budget and schedule, and meeting Company safety and quality requirements.
  4. Manage Company site team, anticipate workload variation and mobilization/ demobilization of site resources including Third Party Inspectors services (TPIS), organize mass site briefing, internal communication and Team building event as necessary.
  5. Provide regular updates to Project Manager including fabrication status, potential risks with proposed mitigations and interfaces challenges with other project departments.
  6. Manage the fabrication schedule and critical Milestones. Anticipate and address any delay by proposing recovery/contingency plans and avoiding/minimizing any risk of carry over work offshore. Use and develop all previous lessons learned, capturing and communicating new lessons learned.
  7. Ensure the Company fabrication predictive Schedule is updated on monthly basis and lead risk and opportunity initiatives. Ensure Reporting from the Contractor is consistent and accurate with approved progress procedure.
  8. Lead and assist constructability reviews, readiness reviews (go/no go check list) to execute the fabrication scope in a controlled and efficient manner, and to manage SIMOPS with the commissioning activities.
  9. Review all fabrication changes, including justification for cost and schedule impacts. Participate actively with the PMT to negotiate changes to scope when required and following Company Management of Change process.
  10. Provide regular reporting to the Project Management Team (weekly and monthly reports) and deliver regular execution data (KPI, narrative, charts, graphs, records, etc.) for the progress monitoring and control with respect to the delivery of Fabrication and Commissioning scopes.

Qualifications

Bachelor's Degree in Sciences or Engineering

Knowledge and/or Experience

  • 12 years’ experience in large construction Project for the Oil & Gas Industry, including 3 years of management level experience in Construction related disciplines, engineering, or project management with overall responsibility for an EPC execution.
  • Experience with Oil and Gas companies, contractors, service companies, or heavy construction companies.
  • Experience with EPC contractors, sub-contractors and vendors involved in construction activities for the oil and gas industry
  • Strong experience with fabrication yards including construction and commissioning activities
  • Demonstrated ability and sensitivity to work with people from variety of cultural backgrounds
  • Any Qualification, Technical, or knowledge requirements can be waived through relevant work experience.

  • A strong commitment to safety protocols and procedures in a site environment.
  • Effective leadership. Contractor coordination and reporting skills.
  • Excellent organizational, interpersonal and communication skills with a focus on teamwork and the ability to communicate and interact within a PMT.
  • Strong technical judgment skills.
  • Ability to adapt to tight deadlines, heavy workloads, and frequent changes in priorities.
  • Proficient in Microsoft Office suite of software programs, computer literacy.
