We are working with a Major Oil & Gas operator to source for Construction Division Manager - (Offshore Depressurization and Preservation) specialising in Onshore LNG Project. This is a long-term contract role working on a residential basis 6-days per week / 10 hours per day to work with Barzan Restoration Project. Please see details below:
Job Purpose:
Manage all demolition and construction activities pertaining to the assigned scope of works for the Barzan Restoration Project from participation in detailed damage assessment, clearance of damage debris and demolition of structures and equipment requiring replacement through to construction
activities at Barzan, RLIC Site to hand-over back to Operations in accordance with the handover sequence. Ensure close oversight of the onsite Contractors and subcontractors, verify daily activities under the reimbursable scope and maintain control of the schedule and key Project and Progress Milestones for both demolition and reconstruction works.
Job Context & Major Challenge(s):
On Site in Ras Laffan to supervise the construction temporary site facilities, damage assessment and demolition activities with a strong focus on safety.
Reconstruction and replacement of demolished equipment and or replacement/installation of structures and equipment under the Contract in place ensuring flawless transition through completion to commissioning and ultimately to Operations.
“Start with end in mind” Project, with the necessity to achieve a safe, smooth and flawless demolition and construction execution and transfer via commissioning to Operations
Working in a highly visible Project environment in an initial reimbursable damage assessment and demolition phase through to reconstruction scope of works with capital exposure for EPC contractor, vendors and subcontractors.
Working with an EPC Contractor, organized as a Joint Venture, requires additional skills to ensure that the EPC Contractor JV Directorate serves the interests of the Project. This will require a close coordination and interaction with the Scope Project Manager, Area/Division Construction Manager(s), EPC Construction Supervision team and Sub-Contractors (Area General Subcontractor and scope specific or specialty Sub-Contractors).
Works in a dynamic, multiple locations team environment that has high expectations for flawless Project Execution in safety, quality, cost and schedule performance.
Key Job Accountabilities:
Reports to Project Manager.
Review and approve Demolition plans, Construction Execution and related procedures, specifications, deliverables and progress reporting prepared by the main Contractor.
Due to the nature of the Barzan Restoration Project, develop processes that enable the Project to execute scopes of work in both Greenfield and Brownfield environments
Promote collaboration and cooperation with Barzan Operations team to enable both Project and
Operations to execute their respective works in close collaboration.
Undertake complex tasks and acts as a source of guidance to the team and stakeholders by bring
solutions and provide support but not generate “micro-management” or unnecessary works to the team and/or the main contractor.
During the reimbursable phase of the works, implement and enforce verification measures of
Contractor daily head count and equipment on site and in use. The key to getting value in a Reimbursable scope is to ensure Contractor is driven to achieve and is efficient with their headcount and equipment requirements.
Identify problems quickly and determine root cause and develop plan to mitigate or resolve them.
Bring technical and execution solutions that favour a safe demolition phase and flawless construction execution and transition to commissioning activities.
Organize and drive efforts of the team and stakeholders to achieve Project objectives.
Work effectively within established procedures and participates in all important meetings and workshops (e.g., weekly and monthly meetings, 3D Model reviews, Constructability, Traffic and Completion Reviews and Lessons learned).
Guide EPC construction efforts of ~3000 workers during demolition and construction activities at site works in anintegrated but complex project environment in which the incumbent strives to achieve best in class Safety, Health, Environmental & Security performances by creating a culture that encourages everyone to perform their best every day on every task.
Minimum Requirements:
Qualifications:
Bachelor’s Degree in Applied Sciences or Engineering.
Knowledge and/or Experience:
Fifteen(15) years’ experience Large Projects in Construction related disciplines (e.g., construction, installation, fabrication, execution, completion, hook-up, etc.) in the Oil & Gas Industry, including 3 years of management level experience in Construction related disciplines, engineering, or project management with overall responsibility for an EPC execution.
Experience with Oil and Gas companies, contractors, service companies, or heavy construction companies.
Broad and extensive knowledge of design standards, specifications, codes, and appropriate safety criteria related to major fabrication, transport, installation, brownfield execution, and hook-up, as
applicable to the project scope.
Extensive knowledge of execution methods and risks associated with sour gas and LNG production facilities.
Experience working in large scale operating organizations in Operations, Projects,
Proven track record of Project delivery in the industry and managing EPC contractors and sub-contractors.
Excellent track record in construction safety results.
Proven experience with Advanced Work Packaging (AWP) methodology and systems completion management and associated databases.
Requires to be inventive on construction execution and methods, bring experience from other large and complex projects, in particular LNG Plants.
Experience with major and first tier EPC Contractors, Sub-contractors and Vendors involved in the oil and gas industry.
Requires the ability to influence on the technical decisions to achieve a flawless construction execution and transition to commissioning.
Experience with multi-cultural type Projects.
Experience in demolition projects and brownfield scopes is preferred
Technical and Business Skills:
Technical background as a discipline engineer and experience as a Project Engineer, Field Engineer, Construction Superintendent or Manager with solid Project Execution experience.
Strong background in fabrication, construction and management of brownfield and green field construction activities.
Demonstrated capacity to take workload, work with accuracy, take initiatives, be inventive and can multi-task.
Excellent written and spoken English.
Strong technical and analytical skills.
Proficient in Microsoft Office suite.
