Cost Control Lead

Job Context & Major Challenge(s)

  • Understand the key project drivers, define roles and responsibilities, develop communication protocols, identify, develop and implement project procedures for cost estimating/control.
  • Provide cost management expertise by developing detailed cost planning models, project cost estimate, analysis, and reports to advise, guide and recommend appropriate changes to processes and procedures to meet business requirements.
  • Establish the prime objective of cost control/estimating to improve project performance by anticipating issues, avoiding negative situations and reducing the frequency of poor outcomes.
  • Support major challenges including:
    1. Operating in a dynamic team environment in a highly visible project with large capital expenditure and significant schedule execution pressures.
    2. Delivering accurate and flawless performance in respect to safety, quality, cost and schedule demonstrating multi-tasking, flexibility and initiative to meet evolving business needs.

 

Key Job Accountabilities

  1. Develop efficient cost services and provide expert leadership advice on cost estimating, planning, forecasting, accounting, allocation, reporting and control issues to ensure effective processes are utilised throughout the project life cycle.
  2. Develop and maintain Project Cost Control procedures, guidelines, workflows, reporting requirement and governance process, ensuring compliance with Company requirements and alignment with project execution needs.
  3. Develop and maintain Work Breakdown Structure (WBS), Cost Breakdown Structure (CBS), cost coding, cost databases, labour-hours information and benchmarking data to support estimating, forecasting, performance analysis, reporting and continuous improvement.
  4. Review and evaluate project budgets, cost plan, assumptions and forecast data to ensure cost centre owners and project management are fully appraised on cost governance requirements and the project expenditures remains aligned with approved funding and budgets.
  5. Prepare and coordinate funding submissions, including Advance Commitments (ACs), Full Funding (FF) and Supplementary Funding requests, and recommend budget transfers where required to ensure adequate project funding and alignment of Project Cost at Completion with approved budgets.
  6. Develop and maintain project cost forecasts and annual Work Program & Budget (WP&B) submissions, taking into consideration approved scope, progress achieved, trends, risks and remaining work.
  7. Monitor, validate and reconcile Contractor cost reports, invoices, commitments, accruals and supporting documentation; review and endorse Contractor deliverables including VOWD reporting, Trend Management and Earned Value Analysis, ensuring contractual compliance and effective stewardship of project funds.
  8. Prepare, review and challenge cost estimates for change orders, trends and scope variations; verify project commitments are aligned with approved budgets and ensure change orders are evaluated, processed and approved in accordance with contractual obligations and Company governance requirements.
  9. Analyse cost performance, trends and forecast deviations, providing early warning of potential cost overruns and funding impacts; recommend and monitor corrective actions and recovery plans in coordination with the Project Controls and the Project Management Team.
  10. Develop and maintain cost reporting solutions, management dashboards, performance indicators and executive reporting to ensure timely, accurate and actionable cost information is available for project decision-making; participate in Gate Reviews, Independent Project Reviews (IPRs), audits and assurance activities as the project Cost Subject Matter Expert.
     

Qualifications

  • Bachelor's degree in Business, Accounting, Commercial, Marketing, Sciences, Engineering, Project Management, Supply Chain Management, Law, Communication, Technologies, Mathematics, and Statistics.

Knowledge and/or Experience

  • 8 years experience in business related function or discipline, including 4 years in the Oil & Gas Industry, and including 1 year experience in a supervisory or acting role, or oversight of contractor/subcontractors/service/vendor personnel.
  • Experience with Oil & Gas Companies, EPC contractors, sub-contractors, vendors or service companies involved in the oil and gas industry.
  • Knowledge in project business related function/discipline such as planning, scheduling, cost control, estimating, claim management, risk management, change management, procurement, pre- and post-award contract management, actionable and informative reporting, support services, lessons learned, etc.
  • Strong knowledge of relevant software and computer skills, e.g., dashboards, data analytics, SAP, etc.
  • Previous experience on major projects, from an Owner's perspective, managing EPC Contracts (preferably reimbursable and Lump Sum), and working with multicultural teams with large local subcontractors.
  • Familiar with SAP and other Finance Enterprise System would be an advantage.
  • Capable of performing cost estimation (class 1-5) based on technical definitions and cost budgeting / forecasting during project life-cycle.
