Cost Control Lead

Job Purpose

• Provide guidance in the allocation, planning, monitoring, and stewardship of project costs and expenditures.
• Develop and modify cost control procedures to meet business requirements throughout project phases.

Job Context & Major Challenges

Key Responsibilities

• Maintain project cost estimate confidence throughout the project lifecycle through detailed cost planning models, analysis, and reporting.
• Provide recommendations and implement process improvements to meet evolving business requirements.

Key Challenges

• Operating within a dynamic, highly visible project environment involving significant capital expenditure and demanding execution schedules.
• Delivering accurate and high-quality performance while maintaining focus on safety, quality, cost, and schedule objectives.
• Demonstrating flexibility, initiative, and the ability to manage multiple priorities in a fast-paced project environment.

Work Location

• Initially based in Doha.
• Later transition to a site office in Ras Laffan (approximately one hour from Doha).

Key Job Accountabilities

Cost Control & Reporting

1. Establish and maintain project cost control procedures, guidelines, and reporting standards to ensure consistency across projects.
2. Implement standardized cost reporting processes to improve visibility and control of project expenditures.
3. Lead cost data management activities across all contracts, ensuring accurate compilation, validation, and reporting of cost information.
4. Provide cost insights to Project Management to support informed decision-making and financial transparency.

Financial Planning & Budget Management

1. Guide project teams on standardized cost control processes, including:
   • Value of Work Done (VOWD) reporting
   • Forecast updates
   • Change order management
   • Contingency planning
   • Expenditure allocation
2. Review and validate contractor invoices against payment milestones and project progress.
3. Support funding package submissions, including:
   • Estimate Basis documentation
   • Estimate Confidence Packages
   • Advance Commitments (AC)
   • Full Funding (FF)
4. Ensure proper allocation of funds and execution of budget transfers.
5. Prepare forecast cost estimates and annual Work Program & Budget (WP&B) submissions based on project scope, progress, and remaining commitments.

Project Controls & Contractor Management

1. Develop and maintain:
   • Work Breakdown Structures (WBS)
   • Cost Breakdown Structures (CBS) ensuring alignment with project scope and reporting requirements.
2. Monitor FEED and EPC contractor cost performance and compliance with approved cost control plans.
3. Review contractor deliverables, including:
   • VOWD reports
   • Trend analysis
   • Earned Value Management (EVM) assessments
4. Recommend corrective actions where cost variances are identified.

Risk & Change Management

1. Identify potential cost risks early and recommend mitigation measures.
2. Collaborate with project leadership to implement cost recovery plans and achieve cost control objectives.
3. Monitor project commitments against approved budgets.
4. Ensure all change orders are submitted, reviewed, and approved in accordance with contractual and management requirements.

Tendering & Contract Support

1. Support FEED and EPC tender evaluations by:
   • Developing evaluation plans
   • Coordinating bid reviews
   • Facilitating required approvals
2. Provide cost control guidance to Procurement and Contracts teams.
3. Ensure effective WBS and CBS allocation for commitments, procurements, and contract expenditures.

Qualifications

• Bachelor's Degree in:
  • Finance
  • Engineering
  • Accounting
  • Business Administration
  • or a related discipline
• Minimum 8 years of experience in cost control and cost management within large-scale oil & gas capital projects.
• Proven experience in:
  • Cost estimating
  • Cost forecasting
  • Cost allocation
  • Cost planning
  • Budgeting
  • Cost reporting
• Strong understanding of Project Controls principles, methodologies, and best practices.
• Experience supporting major capital projects under EPC lump-sum contract environments.
• Experience working within multicultural and multilingual project teams and managing large subcontractor interfaces.
• Hands-on experience with:
  • ERP systems
  • Project Management systems
  • Project Controls tools
