Cost Estimation Lead – Qatar

Airswift is currently seeking a highly experienced Cost Estimation Lead to join a leading Oil & Gas company in Qatar.
Responsibilities
- Coordinate with project teams and contractors in the development of classified and unclassified cost estimates and estimate confidence packages.
- Monitor contractor performance in cost estimating and cost control, providing guidance to ensure project objectives are achieved.
- Develop and deliver project cost estimating plans and estimation strategies.
- Establish, communicate, and implement cost estimating processes, procedures, and methodologies.
- Coordinate the preparation, review, and stewardship of cost estimate plans and cost control activities.
- Prepare classified and unclassified cost estimates during the EPC phase.
- Apply and manage Work Breakdown Structure (WBS) processes for the development of Estimation Cost Breakdown Structures (CBS).
- Review contractor change proposals and prepare internal cost estimates for scope changes and variations.
- Develop performance measures, benchmarking metrics, and reporting systems to drive best-in-class cost estimating performance.
- Perform quantity take-offs from Civil, Structural, Piping, Electrical Single Line Diagrams, and Process & Instrumentation Diagrams (P&IDs).
- Apply appropriate unit rates, productivity factors, and estimating methodologies to develop accurate cost estimates.
- Support project forecasting, budgeting, and cost management throughout the project lifecycle.
Qualifications, Knowledge and/or Experience, Technical and Business Skills
- Bachelor’s Degree in Business, Accounting, Commercial, Marketing, Sciences, Engineering, Project Management, Supply Chain Management, Law, Communications, Technology, Mathematics, Statistics, or a related discipline.
- Minimum 8 years of experience in a business-related function or discipline.
- Minimum 4 years of experience within the Oil & Gas industry.
- At least 1 year of experience in a supervisory, acting leadership, or oversight role.
- Experience managing or overseeing contractors, subcontractors, vendors, and service providers.
- Strong commercial, analytical, and stakeholder management skills.
- Ability to work effectively in a multidisciplinary project environment.
- Excellent communication, coordination, and reporting capabilities.
