Qualifications & Experience:
Education: Higher education; Work experience: Minimum 2-3 years’ experience
Minimum 2-3 years’ experience on EPCI projects with administration of project offshore personnel, mainly vessel fleet
in offshore vessel administration Knowledge of Languages: English (fluent), Azerbaijani (fluent)
Other Skills/Certificates Required:
Be fluent in standard software for PC such as MS Office;
Strong command of written and spoken English
Responsibilities:
Ensure all department personnel onboard the Barge/vessel offshore as per set manning levels all the time;
Liaises with other departments to ensure cascading the correct information;
Ensure all trainings and documentations are in place prior to traveling to work site as per contract;
Review and issue on weekly basis the offshore vessels personnel matrix (working/time-off schedule);
Coordinate with relevant Training function maintenance of training matrix for all offshore personnel and ensuring personnel going offshore have the requisite trainings/documentation;
Liaise with Training department for key trainings for offshore crew and organize as and when required;
Knowledge of various certification of offshore crew. Keeping a track of crew competency certification validity;
Ensuring that the appropriate documents (Hard and Soft Copies) relating to the Vessel CA&A system are maintained and made available for inspection to the system verifier and other interested parties;
Ensure that the vessel administrators document and maintain their dedicated competence Portfolio’s and Logbooks;
Prepare personnel for offshore mobilization and coordinate with the expatriate personnel's home companies to obtain all required offshore clearance documentation;
Ensure that all certificates issued by Vessel Site Administrator to vessel personnel under the CA&A scheme are kept in such a way that authenticity or confirmation of issue of a certificate can be verified at a later stage if necessary;
Liaising with Project functions as required to facilitate crew movements;
Authenticity check of crew certificates and documents with training providers through Training Function;
Coordinate personnel movements (onshore & offshore); ensuring passports, work permits and visas are available and valid;
Collecting reports for crew movements and monthly man-hours reports;
Coordinate with vessel administrators’ preparation of crew boat schedule for vessels;
Sorting and dispatching mail for barges/vessels by crew boat/helicopter;
Be familiar with Emergency Response Procedure and Medical Evacuation procedures;
Train new Site Administrators;
Coordinates the crew changes of the chartered vessels, interfacing with the appointed Transportation Officer;
React quickly to last minute changes in planned personnel logistics in a calm yet efficient manner;
Undertake other duties as may reasonably be required in line with the incumbent’s skills, knowledge, abilities and personal development opportunities;
Fully adhere, always and irrespective of the workplace, to Company Health, Safety, Environmental and Quality (HSEQ) policies, procedures and requirements.
Perform other related duties as assigned by Superior.
