Head of Procurement – Qatar

The Head of Procurement is responsible for leading and managing all procurement requirements to ensure objectives are met within the approved scope, budget, and schedule, and to ensure that all work is completed in accordance with applicable quality standards.

  1. Oversees all procurement activities within company scope of supply in collaboration with Supply function. Ensures timely novation of company-initiated procurement activities to awarded contractor.
  2. Reviews the procurement activities of contractor with those of the PMT to ensure that company’s procurement objectives are achieved in accordance with approved cost, schedule, and quality.
  3. Stewards contractor’s performance to ensure compliance with company’s requirements and approved procedures.
  4. Reviews and approves the contractor’s procurement procedures and documents.
  5. Participates in the review of the contractor’s vendor quality control effort and assists contractor in resolving procurement issues and problems. Supports the contractor in evaluating prospective key vendors and coordinates the addition of vendors to the Project Vendor List when required.
  6. Establishes and maintains strategic relationships with EPC contractors, suppliers, manufacturers, and key stakeholders to support successful project execution.
  7. Reviews and monitors EPC contractor’s procurement plans for purchase of CONTRACTOR’s scope and EPC contractor’s handling of COMPANY items.
  8. Reviews and monitors EPC contractors’ materials management plans.
  9. Works effectively within established policies and procedures and participates in the further development of these to meet evolving business and project needs.
  10. Provides leadership, guidance, and development to the Project Procurement Team while promoting continuous improvement and best procurement practices.

Qualifications

  • Bachelor’s degree in Business, Accounting, Commercial, Marketing, Sciences, Engineering, Project Management, Supply Chain Management, Law, Communication, Technologies, Mathematics, Statistics, or related disciplines.

Knowledge and/or Experience

  • 8 years’ experience in a business-related function or discipline, including 4 years in the Oil & Gas Industry, and including 1 year experience in a supervisory or acting role, or oversight of contractor/subcontractor/service/vendor personnel.
  • Experience with EPC contractors, subcontractors, and vendors involved in the Oil & Gas industry.
  • Demonstrated ability and sensitivity to work with people from a variety of cultural backgrounds.
  • Worldwide experience with contractors, particularly those involved in procurement activities for Offshore LNG production facilities.
  • Excellent interpersonal and communication skills, with a focus on teamwork and the ability to communicate and interact within a PMT.
  • Application and in-depth knowledge of stakeholder specifications and a working knowledge of industry standards.
