We are working with a Major Oil & Gas operator to source for Head of Quality (Assurance) specialising in offshore compression. This is a long-term contract role working on a residential basis 6-days per week / 10 hours per day. Please see details below:
Title: Head of Quality (Assurance)

Location: Onshore (site based), Qatar

Job Purpose:
Manage all quality assurance activities and performance for both internal and external teams to ensure effective communication, coordination, and system implementation according to project needs. Engage in new project
activities from conceptual design through to commissioning, ensuring the application of lessons learned from previous projects. Ensure a smooth startup and transition to a permanent organization for all new projects.
Job Context &Major Challenge(s)
- Manage quality assurance starting from project conceptual design to the hand over to operations. There are currently more than 15 active projects with an estimated value $US100+ Billion.
- Major challenges include: (a) working under time pressures to provide necessary oversight while meeting excellence in Quality Assurance and transparency for all shareholders; (b) establishing, revising, managing and enforcing the implementation of the Quality Management System for all projects.
- Collaboratively reinforce Quality requirements on all the projects, knowing that each project is driven by different constraints, e.g., schedule limitations, budget constraints, etc.
- Ensure resolution of issues to the satisfaction of the stakeholders.
- Ensure that all contractors, subcontractors, vendors, sub-vendors (more than 200) will meet all applicable quality requirements and will complete and commission all projects flawlessly, on time and budget.
Key Accountabilities:
- Reports to Quality Manager
- Oversee the assigned organization, activities, and systems to eliminate any risks associated with project quality activities involving third parties. Ensure all quality activities align with overall objectives.
- Develop, update, manage, and enforce the implementation of the Projects Quality Management System (QMS) for all projects. Ensure compliance by all PMTs, contractors, and suppliers with QMS requirements, and approve contractors' quality plans, procedures, processes, and documents to ensure appropriate PMT reviews and approvals of contractors' and suppliers' quality deliverables.
- Ensure that the required quality requirements are incorporated into all contractual documents for contractors, vendors, and subcontractors. Direct the review of tenders and purchase orders to ensure adequate quality and work procedures are established and followed throughout the project duration.
- Manage the effectiveness of the Project Quality Plan, Surveillance Programs, and other quality procedures and tools to ensure successful implementation across all projects. Ensure the integrity and continuous updates of the QMS and applicable quality specifications, including lessons learned and the latest industry standards, codes, specifications, and best practices.
- Oversee the attainment of required project licenses from external regulatory and government agencies to ensure compliance with statutory and regulatory requirements.
- Manage continuous improvement processes based on statistical trend analysis tools and KPIs to optimize costs and improve services and goods using the latest industry improvement processes and techniques (e.g., Six Sigma, Lean, Kaizen, House of Quality, Process Capability Index, PDCA, etc.).
- Manage the overall Quality Audit Universe Program for all projects to ensure the correct implementation of all EPC agreement/contract quality requirements.
- Ensure that nonconformities are addressed by PMT, and appropriate actions are taken to prevent and/or eliminate potential non-conformities and their causes.
- Manage the interface with Start-up/Operations to ensure a clear understanding of project quality, ensuring a smooth handover and transition to a permanent operating asset. Manage the development of the System Completion philosophy in close coordination with QatarEnergy LNG Operations.
- Guide and coach project teams and quality personnel to ensure knowledge and awareness of quality requirements, ensuring quality personnel are competent to perform their duties.
Minimum Requirements
Qualifications:
- Bachelor’s degree in sciences or engineering.
- Qualification in Quality Improvement Processes (e.g. 6 Sigma, Statistical Quality Analysis Tools, Root Cause Failure Analysis, etc.).
- Quality Auditor Training or certification.
Knowledge and/or Experience
- 15 years’ experience in Quality in the oil & gas Industry, including 5 years of experience in a supervisory role/acting role, or oversight of service/vendor 1personnel.
- Experience working in large scale operating organizations in Operations, Projects, Subsurface, etc. Experience with contractors, or service companies.
- Knowledge of relevant Quality Systems, specifications, tools and industry standards. Knowledge of manufacturing and Fabrication processes.
- Knowledgeable in project management systems adapted to oil & gas industry.
- Knowledge of applicable codes and standards (e.g. QMS, ISO 9001, 29001, ISO 17025, ASME B 16 API Q1, API Q2, etc.)

- Fluent in written and spoken English.
- Strong analytical, leadership and facilitation skills.
- Ability to manage multiple tasks and priorities effectively.
- Strong computer literacy.
