1. ABOUT LABA
Laba Holdings Limited is the umbrella landowner company of Porebada, Boera, Papa and Rea Rea in Central Province, Papua New Guinea, and operates a group of businesses across construction, logistics, training, technology and community services.
These positions form Laba's management team for a camp construction and services package on a major resources construction project in Papua New Guinea, for a 24-month term from contract award. Appointments are subject to contract award.

2. PURPOSE OF THE POSITION
The HR, Recruitment and Payroll Manager delivers recruitment, mobilisation and payroll for the PNG national workforce, together with pastoral care and the workforce development programme delivered with the TWM Group Training Division. This position is where Laba's National Content commitments are either met or missed.

3.KEY ACCOUNTABILITIES
•Deliver the monthly labour ramp-up by trade against the agreed schedule, from sourcing through to workers on site and productive.
•Run recruitment with priority to the Laba shareholder communities, then the wider PNG labour market, and evidence that priority in the records.
•Manage mobilisation: medicals, police clearances, contracts of employment, inductions, site passes and transport.
•Own payroll for the national workforce, including statutory deductions, superannuation and leave entitlements, and ensure it is paid accurately and on time every cycle.
•Administer employment in line with the PNG Employment Act 1978 and the applicable Project Labour Agreement terms.
•Deliver pastoral care to the workforce, including grievance handling, welfare referral and retention.
•Coordinate the workforce development and training programme with the TWM Group Training Division, and record skills transferred and qualifications attained.
•Maintain the workforce database and produce the monthly National Content reporting pack: headcount, localisation, community of origin, gender participation and training hours.

4.QUALIFICATIONS AND EXPERIENCE
Essential

•Eight years or more in human resources with at least three in a bulk recruitment and payroll environment on a project or industrial site.
•Demonstrated delivery of a ramp-up of 200 or more workers against a schedule.
•Practical command of PNG employment law, statutory deductions and superannuation obligations.
•Payroll system experience and advanced Excel.
•Degree or diploma in human resource management, business or a related discipline.
Desirable
•Existing relationships in the wider PNG labour market.
•Experience reporting National Content or local content metrics to an operator or head contractor.
•Motu language capability.
